- Solicitation Release Notice Approved for Public Release 16-MDA-8622 (1 April 16) The Missile Defense Agency (MDA) has a continuing need for the research, development, test, evaluation, and integration of Ballistic Missile Defense System (BMDS) components. These activities are largely conducted within the Missile Defense Integration and Operations Center (MDIOC) mission execution platform and leverage a common enterprise communications and information technology (IT) capability to simultaneously conduct BMDS testing, warfighter training, and Operations support for multiple MDA directorates and Combatant Command requirement owners in a concurrent test, training, and operations (CTTO) environment. The Integrated Research & Development for Enterprise Solutions (IRES) contract provides integrated solutions supporting CTTO within the MDIOC mission execution platform and enterprise communications and IT environment. IRES is a follow-on contract to the Joint National Integration Center (JNIC) Research and Development Contract (JRDC), contract numbers H95001-05-D-0002 and H95001-10-D-0001. The IRES requirements will be executed primarily, but not exclusively, at the MDIOC inside the secure area at Schriever AFB, Colorado. The MDIOC is the MDA's principal integration center for international and national ballistic missile defense. As a mission execution platform, the MDIOC is a highly secure research, development, and operations complex and a mission support facility. The enterprise communications and IT environment is not localized to the MDIOC but rather spans the globe. Other significant performance locations include: the Von Braun Complex (located on Redstone Arsenal, Huntsville Alabama); MDA Headquarters (located on Fort Belvoir, Virginia); and contractor facilities. The IRES acquisition is a full and open competition. All responsible sources may submit an offer. The predominant North American Industry Classification System (NAICS) code for this acquisition is 541712 (Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) with its exception for Guided Missiles and Space Vehicles, their Propulsion Units and Propulsion Parts), and the small business size standard is 1,250 employees. Award will be made using the best value tradeoff process described in FAR 15.101-1 and the source selection procedures identified in FAR Subpart 15.3, as supplemented by DoD FAR Supplement Subpart 215.3. The MDA intends to award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best value, based upon an integrated assessment of the evaluation factors and subfactors in the solicitation. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.acquisition.gov The Government intends to award a single, indefinite-delivery, indefinite-quantity (IDIQ) contract as a result of the solicitation. The contract ordering period consists of a five-year base, followed by 3 one-year award term periods, and an extension up to six additional months pursuant to FAR 52.217-8, Option to Extend Services. The minimum contract value for all orders issued against this contract shall not be less than $50 million. The estimated maximum contract value for all orders issued against this contract is $4.6 billion. The solicitation allows the flexibility for any contract type and incentive structure at the task order level, but the anticipated predominant task order types are cost-plus-incentive-fee and fixed-price-incentive. The solicitation will be available on the Federal Business Opportunities (FBO) website at www.fbo.gov on or about May 6, 2016. (The date is subject to change.) Paper copies of the solicitation will not be issued; the solicitation may be accessed electronically, as a sensitive/secure package (similar to the draft solicitations), only via the FBO website. Proposals will be due approximately 60-days after the solicitation is issued. Award is anticipated in January 2017.
