Description
SOURCES SOUGHT all vendors MUST follow instructions provided below. Looking to locate interested vendors with the capability of performing Security Assistance Mentors and Advisors (SAMA) services in Iraq. The contractor will be responsible to provide personnel support to act as cultural advisors to assist military and government personnel. These advisors will be assigned to the Office of Security Cooperation - Iraq (OSC-I) and Ministry of Defense (MoD), Iraqi Counter Terrorism Service (CTS), or Ministry of Peshmerga (MoP). All advisors supporting MoD and CTS must be fluent in English and Arabic, both written and spoken. Advisors supporting MoP must be proficient in Kurdu and fluent in English, in both written and spoken. All advisors require a SECRET security clearance; therefore, the contractor must have a facility clearance. All advisors must have a verifiable Bachelor's Degree from an accredited institution relating to assigned position. The contractor will provide ten (10) MoD advisors, two (2) CTS advisors and two (2) MoP advisors for the base year. Cultural advisors assist in the processes, policies, and systems and then advising, coaching, mentoring, training, and liaising with MoD, CTS, or MoP officials to improve and refine these processes, policies, and systems. The contractor shall also ensure that training facilitation and the degree of interaction between contractor personnel and Iraqis being trained will conform to evolving local Iraqi requirements as may be agreed upon between the contractor and the Contracting Officer. This is a Sources Sought to find interested and eligible parties for this procurement. There is one NAICS code that applies to this procurement as follows: 541611 - Administrative Management and General Management Consulting Services. This U.S. industry comprises establishments primarily engaged in providing operating advice and assistance to businesses and other organizations on administrative management issues, such as financial planning and budgeting, equity and asset management, records management, office planning, strategic and organizational planning, site selection, new business start-up, and business process improvement. This industry also includes establishments of general management consultants that provide a full range of administrative; human resource; marketing; process, physical distribution, and logistics; or other management consulting services to clients. The proposed contract is for a single Firm Fixed Price (FFP) Department of Defense (DoD) contract with a period of performance of twelve (12) months and four (4) twelve month option periods. INSTRUCTIONS FOR RESPONDENTS: Interested companies must provide proof they currently have a contractor facility clearance, and provide details how your company will recruit and hire qualified personnel. Respondents shall include your company's name, phone number, cage code, and a POC. PLANNING PURPOSES ONLY: All information collected from this market survey shall be used for planning purposes only. This sources sought is not a request for proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Please identify any proprietary information submitted.
