SOL-667-16-000003 - Mid-Term Evaluation of the “Toward Enduring Peace in Sudan” Program Attachment J.5: TEPS Intermediate Results Attachment J.4: TEPS Statement of Work Attachment J.3: SF LLL - Disclosure of Lobbying Activities Attachment J.2: AID 1420 - Contractor Employee Biographical Data Sheet (PDF) Attachment J.2: AID 1420 - Contractor Employee Biographical Data Sheet (Word) Attachment J.1: Section K in Word format The purpose of this anticipated contract is for an evaluation of the Towards Enduring Peace award currently being implemented in Sudan by AECOM International Development. This will be a mid-term performance evaluation. Its principal purpose is to determine whether the program is on track to achieve its goals and plans by: • Assessing the efficiency and effectiveness of the implementing partner's management of the program to date, and specifically the Transition Activities Pool (TAP) component; • Ascertaining to what extent the program is on track to achieve its goals and objectives, and • Identifying mid-course adjustments (if any) to increase the effectiveness and impact of the TEPS program. The evaluation will assist USAID in determining: I. The effectiveness and appropriateness of the overall approach of conflict mitigation and governance programming and choice of mechanism. II. The effectiveness of community-led bottom-up approaches and empowerment of local community in strengthening the foundation for democratic and peaceful Sudanese development.
