Small Business Set-Aside: Total Small Business
Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued (ii) The solicitation number for this procurement is W91278-16-T-0022 and is hereby issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-88 effective May 16, 2016. (iv) This procurement is set-aside for small business concerns. The associated NAICS code is 326199 with a corresponding small business size standard of 750 employees. (v) CLIN 0001, Buoy, Barrier 50 each CLIN 0002 Buoy, Float Collar 25 each CLIN 0003 Can Buoy 13" "No Wake" 4 each CLIN 0004 Can Buoy 13" "Hazardous Area" 4 each CLIN 0005 Can Buoy 9" "No Wake" 8 each CLIN 0006 Channel Marker 9" "Red" 12 each CLIN 0007 Channel Marker 9" "Green" 12 each (vi) The buoys must meet the following specifications as applicable: Barrier Float type Buoys - Each of the required buoys shall be orange in color, 24 inches diameter and 36 inches long. A metal rod shall be thru the float with a galvanized eye secured to each end. Rod size shall be a minimum of ¾ inches. Can Buoys - Each Can Buoy shall be white with orange reflective markings and external ballast. Standard band width of 2 inches is required with KEEP OUT on opposite sides of the buoy with 3 inch black lettering. 1 mile visibility is required for each can buoy. Each can shall be a minimum of 19 inch Diameter and 33 inches high. Overall length not less than 84 inches. INSTRUCTIONS AND INFORMATION TO OFFERORS: (vii) Equipment will be delivered FOB Destination to TENN-TOM Project Management Office 3600 West Plymouth Road, Columbus, MS 39701 POC: Patricia Jones. The Contractor shall round any estimated shipping charges into unit prices and shall not charge shipping on a separate line item. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The lowest price technically acceptable (LPTA) process described in FAR 15.101-2 will be used, meaning the award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. By submission of its offer, the Offeror represents that it does not require employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contactors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.
