- DD254 SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SERVICES SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SERVICES INTRODUCTION The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Huachuca Division, Fort Huachuca, Arizona is seeking information on business sources that can provide non-personal service support as synopsized below. The purpose of this synopsis is a means of conducting market research to gain knowledge of interest, capabilities, socio-economic information, and qualifications of members of the business community who can support this requirement and to identify parties having the resources to support the requirement to provide Staff Support Services in the areas of Administrative Support, Operations Support, Information Systems Engineering Support, and Logistics Support to the 160th Signal Brigade and subordinate commands within the CENTCOM Area of Responsibility (AOR) in Southwest Asia and Central Asia. The intention is to procure these services on a competitive basis PLACE OF PERFORMANCE Staff Support Service are currently provided in Afghanistan, Kuwait, and Qatar, the possibility exists that the 160th Signal Brigade mission could expand into other Southwest Asia or Central Asia locations. Staff Support Services shall also be provided to military forces during exercises and contingency missions. DISCLAIMER "THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future Request for Proposal (RFP), if any is issued. If a solicitation is released, it will be synopsized on the Government-Wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement." PROGRAM BACKGROUND The 160th Signal Brigade, is designated as the forward-stationed, theater strategic signal Brigade. Staff Support Services enables the 160th Signal Brigade to conduct mission command in support of U.S. Army Central Command (ARCENT) and U.S. Central Command (CENTCOM) operations in Southwest Asia (SWA) and Central Asia. Additionally, Staff Support Services facilitate the operational needs of the 160th Signal Brigade and subordinate commands by augmenting its staff, enabling efficiencies in daily operations as well as continuity. The subordinate commands are the 25th and 54th Signal Battalions, but could change as the mission of the 160th Signal Brigade changes. The following services are to provide for the 160th Signal Brigade Staff Support Services: PROGRAM MANAGEMENT (PM): The PM shall be knowledgeable and experienced in all aspects of project operations. ADMINISTRATIVE:  Administrative Support: Perform duties relating to quality control of all paperwork processed through the Command Group and properly route communications (incoming calls and visitors) to Command Group members.  Clerical Support: Provide Clerical Support in the Brigade and Battalion Headquarters and shall collect and provide information to the Brigade and Battalion S-1 Offices for personnel in the Brigade and Battalion. Shall be responsible for submission, tracking and reconciliation of all Electronic Military Personnel Office (EMILPO) reports. Shall monitor the Deployed Theater Accountability Software (DTAS) and be responsible for timely and efficient mechanism for tracking and providing visibility of deployed Soldiers, contractors and Department of the Army (DA) civilians.  Military Personnel Support: Shall perform duties at the Brigade and Battalion S-1. Shall provide Military Personnel Support in the Brigade and Battalion Headquarters and shall collect and provide information to the Higher Headquarters S-1/G1 Offices as required. Shall be responsible for submission, tracking and reconciliation of all EMILPO reports. Shall monitor the DTAS and be responsible for timely and efficient mechanism for tracking and providing visibility of deployed soldiers, contractors and DA civilians.  Mail and Distribution Support: Shall provide Mail and Distribution services for the Brigade and Battalions using required knowledge of Army regulations, Department of Defense (DOD), and United States Postal Service (USPS) manuals. Shall ensure official mail and distribution is received and picked up in a timely manner and delivered appropriately.  Security Support: Shall perform the responsibilities required for physical security, personnel security (PERSEC), and Information Security (INFOSEC) in accordance with Army Regulations (ARs). Using knowledge of all security disciplines, shall address and resolve multi-discipline security issues.  Safety Operations Support: Shall support the Government in managing the safety and occupational health services for the Brigade, performing duties related to, developing (for Government review), administering, and assessing (for Government review) an integrated Safety and Occupational Health Program for all assigned personnel at diverse locations. Shall be responsible for receiving and responding to both general and technical queries from the field and Headquarters (HQ) NETCOM Safety Office. Specific areas include industrial safety, telecommunication safety, risk management, hazard communication, occupational health, environmental safety, ammunition storage, ergonomics, fire prevention, force protection, facility system safety, and motor vehicle safety. Shall provide and support required safety and occupational health, and force protection (emergency preparedness) training for all personnel. OPERATIONS:  Telecommunications Support: Shall provide support within the Brigade or Battalions Staff on internal and external issues, such as war fighter operational needs, that impact US Army telecommunications and signal operations within the 160th Signal Brigade or subordinate Battalions' AOR. This is focused on specific war fighting areas - Plans, Orders, Command and Control, and S-3 functional areas of Force Management, Readiness Reporting, and Training Management designed to manage and monitor Army signal operations, services, and equipment. Shall perform analysis, staff studies, problem resolution, consultation, and administrative responsibilities in support of Army signal operations, providing support in the full integration of unit capabilities, supporting the Government with planning, execution and synchronization of unit efforts within the Brigade or Battalions Staff. Shall work, predominantly in the telecommunications and signal operations discipline with extensive background experience and understanding in the Operations Order (OPORD) process, future operations, and current operations and have a general understanding of military organization.  Information Assurance Support: Shall ensure the availability, integrity, identification, authentication, confidentiality, and non-repudiation of classified and unclassified information systems and/or network components within the AOR of 160th Signal Brigade.  Information Systems Engineering Support: Shall provide staff level engineering support to include facility engineering, power engineering, and drafting support. Shall provide transmissions engineering, networks engineering, automation systems engineering, outside plant engineering, inside plant engineering, circuit level engineering, on-site engineering and associated drafting and document preparation. Staff engineering support shall include creation and review of numerous documents and plans to include systems design plans and associated overall theater information systems architectures as well as support related to minor and major construction in support of information systems supported by the 160th Signal Brigade. Shall perform information systems engineering to include facility engineering, power engineering, system engineering, project engineering, test engineering, and operational engineering support related to the construction, acquisition, installation, integration, validation, and continued operations of all theater information systems. A partial list of these information systems include the following: radio, fiber optics, cable plant, technical control, local and wide area networks, command and control, space communications, record data, switched data/voice, video computer, office automation, automation security, network security, physical security systems, perimeter security systems, network and systems management and control, and video teleconferencing, buried duct systems, copper cable distribution, fiber optics cable distribution, man-hole systems, hand-hole systems, aerial cable distribution, telecommunications pole systems, signal grounding systems, power distribution systems, facility design, lightning protection systems, main cable distribution frames, building cable distribution frames, overall cable plant designs, protected distribution systems and cable splicing and termination.  Facilities Engineering Support: Shall provide facilities (buildings and supporting infrastructure) engineering support related to the operation, maintenance, and sustainment of multiple communication sites in the following areas: 1. Engineering Support. a. Electrical and Power Engineering Support. The Contractor shall provide power engineering support in the following areas: generators, Uninterruptible Power Supplies (UPS) systems, battery strings, electrical distribution, and Grounding, Bonding, and Shielding (GBS). b. Facility Engineering Support. The Contractor shall provide facility engineering support to resolve difficult facilities engineering problems and issues, engaging in planning and designing new construction, sustainment, renovation and improvement projects for real property facilities, encompassing highly specialized or unique communication facility requirements. In addition, the Contractor shall design and make recommendations for communication facilities Heating, Ventilation, Air Conditioning (HVAC), fuel systems, and fire protection. 2. Engineering Technician and Drafting Support. The Contractor shall provide technician and drafting support to perform project specific engineering duties, develop Computer-Aided Design and Drafting (CADD) design layouts and plans and records management.  Information Systems Engineering (ISE) - Transmissions Support: Shall perform system design and development engineering functions to support the engineering of information systems including the following: radio, fiber optics, cable plant, technical control, local and wide area networks, command and control, space communications, record data, switched data/voice, video computer, office automation, automation security, network security, physical security systems, perimeter security, network and systems management and control, and video teleconferencing.  ISE - Network Support: Shall perform system design and development engineering functions to support the engineering and acquisition of information systems including the following: radio, fiber optics, cable plant, technical control, local and wide area networks, command and control, space communications, record data, switched data/voice, video computer, office automation, automation security, network security, physical security systems, perimeter security systems, network and systems management and control, video teleconferencing, MPLS, VRFs.  ISE - Automation Application Support: SISE - Automation Applications Support personnel shall perform system design, development engineering, knowledge management and web and portal development functions to support the engineering and acquisition of information systems and Web technologies to include the following: local and wide area networks, video computer, office automation, automation security, network security, physical security systems, perimeter security systems, network and systems management and control, and video teleconferencing.  ISE - Outside Plant Engineering Support: Shall perform system design and development engineering functions to support the engineering and acquisition of information systems including the following: buried duct systems, copper cable distribution, fiber optics cable distribution, man-hole systems, hand-hole systems, aerial cable distribution, telecommunications pole systems, signal grounding systems, lightning protection systems, main cable distribution frames, building cable distribution frames, overall cable plant designs, protected distribution systems, cable splicing and termination, and horizontal distribution. Conduct pre and post site surveys of E&I projects and provide written and or verbal input and engineering guidance. LOGISTICS  Logistics Support: Shall perform a wide variety of logistics staff administrative functions. This work involves, as its primary function, coordinating and integrating such logistical functions as supply management, maintenance, transportation, logistics automation, and resources in achieving efficient and effective logistical support to the Brigade and its subordinate Battalions.  -Supply Support: Responsible for the receipt and issuance of supplies and materials, as well as other equipment or repair parts required for each supported unit. Shall maintain and update a Mission Stock Record Account (MSRA) for each Battalion in accordance with standard Army accountability procedures. Shall support the Government PBO by maintaining the property book using the current Standard Army Management Information System (STAMIS) system of record (PBUSE/ Global Combat Support System- Army (GCSS-A), or future systems). REQUIRED CAPABILITIES The Contractor shall provide Program Management, Administrative, Operations and Information Systems Engineering Support and Logistics services in support of the areas specified in Program Background (above). If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. SPECIAL REQUIREMENTS: • Personnel and Facility Security Clearances. Personnel shall be U.S. citizens and shall maintain a SECRET security clearance with an updated investigation and eligibility determination throughout employment on this contract • Personnel will have access to U.S. Government information systems, are designated IT level I, IT level II, or IT level III in accordance with AR 25-2. Personnel shall have a SECRET security clearance prior to being given access to information systems that process classified information. • Common Access Card (CAC) and Contractor Identification Requirements • Antiterrorism Level 1 Training • iWatch training conducted within 30 calendar days of start of performance • Emergencies and Force Protection Conditions. • Operations Security (OPSEC). Comply with DoD Directive 5205.02E, Army Regulation (AR) 530-1, and the requiring activity OPSEC program • Information Assurance Training. IAW AR 25-2 ELIGIBILITY: The applicable NAICS code for this requirement is 561110 with a Small Business Size Standard of $7.5 million. The Product Service Code is R699. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 12 pitch. The deadline for response to this request is no later than 3:00 PM EDT, 23 June 2016. What type of work has your company performed in the past in support of the same or similar requirement? 2.) Can or has your company managed a task of this nature? If so, please provide details. 3.) Can or has your company managed a team of subcontractors before? If so, provide details. 4.) What specific technical skills does your company possess which ensure capability to perform the tasks? 5.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company's ability to perform at least 50% of the tasking described for the base period as well as the option periods. 6.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. 7.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. 8.) Responding companies must demonstrate the willingness and capability to provide the services identified in this Sources Sought to help the Government determine prospective contractors. The estimated period of performance is anticipated to be a three (3) month phase-in, a nine (9) month base period, and four (4) twelve (12) month option periods with performance commencing sometime in Fiscal Year 2017. The contract type is anticipated to be a hybrid incentive type contract with majority being Fixed-Price and will include Cost reimbursable line items, and may include Cost-Plus-Fixed-Fee line items for potential surge requirements. The anticipated Level of Effort for five years is estimated at 761,305 man-hours. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
