Description
This is a U.S. Department of State (DoS) combined synopsis/solicitation, request for quotation (RFQ) SAQMMA16Q0134 for commercial items, is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Vendor's electronic Quote must be received by 3:00 pm Eastern Daylight Time (EDT), May 23, 2016. Answers to Vendor's questions or amendment(s) to this combined synopsis/solicitation will be published on FedBizOpps. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87-1. NAICS code is 517210 and the small business size standard is 1,500 employees. This procurement is for full and open competition. The list of Contract Line Item Numbers (CLINs) and items, quantities and units of measure, including option(s), if applicable) are provided as Attachment J.001 Pricing Table for Commercial off-the-shelf (COTS) Voice and Data Wireless Service (Calls) Iraq. This requirement is for postpaid commercial off-the-shelf (COTS) voice and data wireless communication services (calls) for the U.S. Mission in Iraq at U.S.: 1) Embassy Baghdad; 2) Baghdad Diplomatic Support Center (BDSC); 3) Consulate General Basrah; and, 4) Consulate General Erbil. The requirement estimate is for 5000 (Five Thousand) SIM Cards for official purposes and quantity will decrease or increase depending on state of contingency within Iraq. The Embassy and Consulate workforce is dynamic and subject to change depending on the mission within Iraq. The contract type will be firm fixed unit prices. Contractor shall ensure that the connection through the network is of the highest quality possible and must be uninterrupted, clear, and without static. The contractor shall immediately remedy network problems and notify the COR of any problem(s) and resolution(s). Contractor shall provide the following voice and data wireless communication services (calls): 1.1 CALLS WITHIN REPUBLIC OF IRAQ The Contractor shall ensure on a 24-hour basis at least 95% local network coverage in Republic of Iraq countrywide with special consideration to all urban areas and main traffic routes. 1.2 INTERNATIONAL CALLS The Contractor shall ensure on a 24-hour basis international connectivity. 1.3 INTERNATIONAL ROAMING The Contractor shall provide as extensive international roaming connectivity as possible, with the special interest of the Government for roaming within USA, Germany, Jordan, UAE and Kuwait. 1.4 WIRELESS APPLICATION PROTOCOL (WAP) The Contractor shall provide Internet connection through their network to the Wireless Application Protocol (WAP) Internet sites. 1.5 SMS MESSAGING The Contractor shall provide access to around the clock SMS messaging. 1.6 VOICE MAIL The Contractor shall provide Voice Mail services in English Language. A Voice Mail Box shall be prepared for each number separately as per standard practice. 1.7 CAPs for International, roaming Calls The contractor shall provide a $75/maximum monthly limit (CAP) on international/roaming calls service for each line unless stated otherwise by the U.S government. International and roaming calls shall be deactivated for each telephone line which exceeds $75a month CAP and can be activated only upon an official request from the U.S government. 1.8 DATA SERVICES The contractor shall provide data services that support local, national and international data services (calls). Data services should be 3G minimum, but preferably 4G if available. The contractor data plan/services should support Blackberry devices. NOTE: U.S Mission Iraq currently supports Blackberry models Z10, Q10, Z3, Z30, Q30, Classic (Q20) and Passport, the contractor will be expected to support at minimum the Q10, Z10, Q30, and Z30 models. Contractor shall support newer BlackBerry models introduced into the market. The data services plan must be CAPPED according to the data plan/Month for each Telephone line 1.9 CUSTOMER SERVICE The Contractor shall provide technical support for setting up voice mail, roaming questions, questions on the phone features, number changes, lost or stolen telephone reporting, manufacturer's warranty information, and all other matters concerning the mobile telephone services through the Contractor's Project Manager. 1.10 DETAILED BILLING 1.10.1 The Contractor shall provide a monthly breakdown of calls made by individual numbers. The breakdown shall clearly show: • Mobile Number • Status (Active) • Phone Line Monthly Fee • National Calls/Called Number (on net) • National Calls/Called Number to/off net & Land Lines • International Calls/Called Number • GPRS Services • International Roaming Calls (RESERVED) • National SMS • International SMS • National MMS (RESERVED) • Time and Date of the Call • Data Usage • Duration of the Call • Price 1.10.2 The monthly lists of calls made shall be forwarded to the Designated Billing Officer (DBO) at the end of each current month for the previous month via these emails: Baghdad Vendor Invoice BaghdadVendorInvoice@state.gov to the following address: U.S. Embassy Financial Management Office (FMO) Al Kindi Street, Baghdad International Zone Baghdad, Republic of Iraq BaghdadVendorInvoice@state.gov 2. INVOICING (a) The Contractor shall provide an online website the Embassy can access, manage account codes, manage services, view detailed billing and pay monthly invoice. The Contractor shall also submit monthly written invoices to the DBO at the address shown in paragraph d below. A proper invoice must include the following information: • Contractor's name and bank account information for payments by wire transfers •Invoice Date •Contract Number •Delivery Order Number •A summary showing a listing of each line with total monthly price in local currency for that line. •A detailed list of all calls made for each line •Prompt payment discount, if any •Name, title, phone number, and address of person to contact in case of defective invoice (b) If an invoice does not contain the above information, the Government reserves the right to reject the invoice as improper and return it to the Contractor within 7 calendars days. The Contractor must then submit a proper invoice. (c) The DBO will take each summary invoice and furnish the detailed invoice to the appropriate official in each individual Government agency. That agency representative will review the detailed invoice and either approves for payment or advice the DBO of the inaccuracies found. It shall be the DBO who will interact with the Contractor on any invoice problems. (d) The Contractor shall send all invoices to the following address: U.S. Embassy Financial Management Office (FMO) Al Kindi Street, Baghdad International Zone Baghdad, Republic of Iraq BaghdadVendorInvoice@state.gov Payment will be made in U.S. dollars or local currency by Electronic Funds Transfer (EFT) within 30 days after receipt of the proper invoice. (vii) Delivery monthly for a Base Period of 12 months and three (3) option periods of 12 months each. Delivery is FOB destination. (viii) Provision FAR 52.212-1, Instructions to Offerors Commercial is applicable and a statement regarding any addenda to the provision. The Vendor's Quote must include: •Information and representation and certifications described in FAR 52.212-1 Instructions to Offerors--Commercial Items (Oct 2015); •Completed Attachment J.001 Pricing Table SAQMMA16Q0134 Commercial off-the-shelf (COTS) Voice and Data Wireless Service (Calls) Iraq; •Descriptive Literature as described in FAR 52.214-21 (Apr 2002); •An example of Vendor's monthly invoice detail of calls made by individual number. The breakdown shall clearly list: 1) number called; 2) time and date of each call; 3) duration of each call; and, 4) price of the call; •Vendor web link demonstrating how Contracting Officer's Representative (COR) can view, update, add and delete user accounts real-time; •Service office(s) capable of providing 24/7/365 service located within Arabia Standard Time (AST) zone, Central European Standard (CES) or Western European Standard (WES) time zone and/or Eastern Standard Time (EST) or Central Standard Time (CTS) zone; •Economic Purchase Quantity-Supplies in accordance with FAR 52.207-4 (AUG 1987); •Exceptions to terms and conditions; •Name and address of vendor, name and title, including contact information of person authorized to sign Quote, signature and date signed; and, •Number of calendar days for which the Quote can be accepted by the government. (ix) Provision FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria as a follows: The Government will make award to the responsible vendor whose quote conforms to the requirements of the request for this RFQ and is evaluated as being the most advantageous to the Government, cost or price and other factors considered. For this solicitation, past performance is the most important factor and technical quality is the second most important factor and these factors are significantly more important than cost or price. Award will not be automatically determined by numerical calculation or formula relationship between cost or price and past performance and technical merit. As past performance and technical merit of the vendors' quotes become more equal, the total proposed price for the quote and all option periods may become the determining factor. The Contracting Officer will determine what trade-off between technical merit and cost or price promises the greatest value to the Government, cost or price and other factors considered. (xi) FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause.
