- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with the Texas A&M Engineering Extension Service, Emergency Services Training Institute (TEEX/ESTI) to conduct thirty (30) SHRP2 Traffic Incident Management Responder Training Courses across the state of Texas. Recurring events have highlighted the changing role of emergency responders in dealing with traffic incident management. These specialized incidents have placed additional requirements in emergency responders and management personnel. They require more attention to the specialized use of the Incident Command System, multi-agency training, and coordination for minimizing risk to responders and the public. The FHWA Strategic Highway Research Program (SHRP2) Traffic Incident Management (TIM) Responder Training Course addresses these concerns as does the existing equivalent course delivered by TEEX, “Safe Practices for Traffic Incident Responders.” TEEX/ESTI shall use its existing network of statewide extension personnel to conduct thirty (30) classes across the state of Texas and will be conducted at no cost to the students. TEEX/ESTI is exclusively positioned to deploy and accelerate this training statewide. TEEX is a unique institution that provides training and educational opportunities to the public safety sector and other emergency responder communities in the United States. No other source has the capacity and reach in Texas and no other source is as strategically placed to provide such services. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. The responses must be received no later than June 6, 2016 at 4:00 PM EST.
