- Specs. SF1449 Wage Rates Drawings This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number AG-32SC-S-16-0027-01 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87 dated April 6, 2016. This solicitation is for full and open competition. The associated NAICS code is 238290 (Other Building Equipment Contractors ). Background: The USDA, ARS, Research Services in Beltsville, Maryland has a requirement for the demolition and disposal of the existing dairy barn ventilation curtain system and replacement with a new dairy barn ventilation curtain system, per the attached Statement of Work and drawings. There will be a site visit on Thursday, June 2, 2016 at 8:00 A.M. Eastern at: USDA, ARS, Beltsville Agricultural Research Center 10300 Baltimore Ave. Building 426A Beltsville, MD 20705-2325 Location Point of Contact for this site visit is Mr. George Ford Contractors responding to this announcement shall submit their proposal in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) technical capability and (2) price. The basis for award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that results from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) technical capability and (2) price.
