- DRAFT PWS 16 May 2016 DRAFT RFP N00019-16-R-0013 The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to solicit a Request for Proposal (RFP), N00019-16-R-0013 using full and open competitive procedures for the KC-130J Depot Level Engine Repair procurement. The Government anticipates a single award, Firm Fixed Price Indefinite Delivery Indefinite Quantity type contract with a five year ordering period. The Government anticipates a February 2017 award with a planned start date of 1 March 2017. An industry day was held in April 2015 for the KC-130J Performance Based Logistics Propulsion Sustainment Services. The effort has subsequently been separated into three different requirements with separate Solicitation numbers. Please refer to the three different solicitation numbers below. N00019-16-R-0013 - KC-130J Depot Level Engine Repair (This Requirement) N00019-16-R-0020 - KC-130J Propeller Engineering, Reliability, and Logistics Sustainment N00019-16-R-0021 - KC-130J AE2100D3 Propulsion Sustainment Engineering and Logistics Services This procurement is for KC-130J Depot Level Engine Repair, which requires the Contractor to perform repairs on the AE2100D3 in support of the United States Marine Corps (USMC) and Foreign Military Sales (FMS) customers. The Government anticipates that work will be performed in the United States. Draft solicitation N00019-16-R-0013 for Depot Level Engine Repair is being provided with this synopsis to solicit industry feedback. Interested parties are requested to review and provide feedback relevant to the Government's draft solicitation. The Government intends to release a formal RFP July 2016, with a proposal turnaround time of 45 days. Companies are requested to identify any questions, perceived deficiencies, or areas requiring clarification. The Government is seeking industry input relevant to the draft solicitation and requirements documents only; capability statements will not be accepted in response to this synopsis. If your response includes information that you consider proprietary, please mark the information in accordance with regulatory guidance. Please do not include company brochures or other marketing type information. Include the following: a. Company's name and address. b. Company's point of contact including email address and phone number. c. Company's business size and list of North American Industry Classification System (NAICS) codes under which goods and services are provided. The Government will not reimburse interested parties for any presentations, marketing efforts, or data related to their response to this notice. This is not a request for proposal, and no contract will be awarded as a result of responses to this synopsis. This synopsis is for informational purposes only. A formal solicitation will be posted on FederalBusinessOpportunities (FBO). All amendments to the solicitation will be posted on FBO. Hard copies of the solicitation and amendments will NOT be mailed to Offerors. Upon release of the formal solicitation, all responsible sources may submit a proposal which shall be considered by the agency. Please submit your questions/comments to this synopsis to Ms. Constance Humiston at constance.l.humiston@navy.mil and Ms. Lisa Anckarstrom-Bohm at lisa.anckarstrom@navy.mil no later than 10 June 2016. The Government intends to publicize any questions received by industry in response to this synopsis, along with the Government's answers. A pre-solicitation conference hosted by the Government may follow, and if so, details will be publicized in a separate synopsis at a future date yet to be determined.
