- Per Federal Acquisition Regulations (FAR) Part 5.102: Availability of Solicitations, this combined synopsis/solicitation is ONLY a request for quote from Thurbsy Software Systems, Inc.. This is a sole source requirement Ready to Serve Mobile Application licenses for the United States Navy Reserves. This is not a request for quote from any other contractor other than Thursby Software Systems. The Fleet Logistics Center Norfolk (FLCN) Contracting Department, Philadelphia Office, intends to procure 35,000 Ready to Serve secure browser middle-ware enterprise licenses to run on both the current Apple iOS release as well as the standard Android release. The Navy Reserves require an iOS and Android mobile operating system browser capability that allows U.S. DoD Common Access Card (CAC) PKI authentication into the Navy Reserve Ready-2-Serve (R2S) responsive website located in the.mil domain within Navy Reserve Homeport. The browser must be Federal Information Processing Standard (FIPS) publication 140-2 compliant and meet the requirements of the DoN CIO Acceptable Use of Department of the Navy (DON) Information Technology (IT) memorandum of 12 Feb 2016. The website serves as a critical communication tool for COMMNAVRESFOR. R2S is designed to improve the capability to rapidly deliver Selected Reservists (SELRES) to the supported commander. The secure R2S integrated mobile application requires DoD PKI 2-factor authentication from the mobile device. R2S users must have an approved U.S. DoD Common Access Card (CAC) reader and a Navy Reserve Homeport user account to use the application. This browser will: Only go to a specific URL when launched; Free up as much real estate on the screen by eliminating the top URL bar and associated icons as well as the bottom navigation bar whenever possible; When appropriate, allow for a pull-up navigation bar with minimal options; Display and not store any data (DAR). In addition, the browser must allow for signing, encryption, and decryption of mail messages while retaining total DAR. The browser should automatically reformat the data displayed from OWA into a more readable mobile device format. FLCN s intent is to process this procurement on a sole source basis to Thursby Software Solutions. This effort will include four one-year software assurance option periods. The statutory authority permitting other than full and open competition is section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a), a sole source acquisition under the authority of the test program for certain commercial items. Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS code is 511210.
