- SCOPE OF WORK Data/Voice Cable & Fiber Infrastructure Indian Health Service - Albuquerque Area Office I. GENERAL: A. SERVICES: The Contractor for this work shall provide all material, equipment, labor, tools, etc., to install and certify a new cabling infrastructure for the new Indian Health Service - Albuquerque Area Office building in multiple phases over a 180 day period. B. LOCATION OF WORK: The work is to be performed at Indian Health Service - Albuquerque Area Office, located at 4101 Indian School Road NE, Albuquerque, NM 87110. C. TECHNICAL REQUIREMENTS: The Contractor shall meet the technical requirements and possess the required experience as follows: 1. Provide experienced, authorized, and certified installers of data and voice cabling, to include category and fiber systems, of the proposed manufacturer so that all applicable warranties and agreements are valid. 2. Have equipment and personnel to provide reports and drawings as required elsewhere in this Scope of Work (SOW) within 30 calendar days after completion of work at the new Albuquerque Area facility. 3. Have all associated resources available to complete all work required within 180 calendar days from Notice to Proceed from the Contracting Officer. D. OTHER: 1. Pre-Project meeting shall be required on location prior to the start of any work for site review, coordination purposes, as well as introduction of all concerned parties. 2. The Contractor shall provide a detailed written schedule for each location at the pre-construction meeting. II. PROJECT DESCRIPTION: 1. The purpose of this project is to install a new cable infrastructure at the new Albuquerque Area Office location. New cable infrastructure shall consist of Category 6 & 7, 10 Gigabit fiber, and HDMI 2.0a. Implementation will commence no later than 30 days upon Notice to Proceed from Contracting Officer. 2. The Contractor shall perform on-site visual assessments, review all provided floor plans and spreadsheets, and perform any other services as needed to fully and thoroughly acquaint themselves with this project. 3. The Contractor shall consult with the Project Manager and designated personnel to ascertain and confirm requirements and to review progress during all phases of the work performed. 4. Project Phase Install • Phase 1: All category & HDMI cable installs will need to be roughed in initially, prior to ceiling grid install, to all locations (Date TBD). See attached construction schedule. • Phase 2: After completion of all wall construction (sheet rock, tape, texture, painting), cable termination will be completed (Date TBD). See attached construction schedule. III. SERVICES TO BE PROVIDED BY THE CONTRACTOR: 1. Provide, install and terminate new Category 6 & 7 to all designated locations 2. Provide, Install and terminate new 12 strand, 50 micron MM, 10 Gigabit fiber between MDF and IDF. 3. All category cable and fiber shall be run above ceiling and shall be run in existing cable tray. 4. Install new cable tray in areas where it is needed and approved. 5. All identified new data/voice cable locations shall be run within the wall in existing conduit. 6. Provide and install new 2 post network racks in MDF and IDF in designated locations for category cable terminations. 7. Plenum rated Velcro shall be utilized to dress, bundle, and secure all cables as needed. No plastic cable ties shall be utilized for this project. 8. Verify proper grounding to all racks associated with this project. 9. Properly label all data/voice cables at patch panel and station side, with machine generated labels. 10. Utilize coloring cable scheme for data (6 & 7) and voice (6) with colored jacks to match. 11. Provide, install and terminate new 10 gigabit fiber backbone between MDF and IDF, to include all associated fiber equipment. 12. Install and terminate new HDMI 2.0a and 18Gbps Fiber HDMI cabling from nearby server room to designated drop points for wall monitors. Drop points will require a wall plate with 1-4 HDMI ports. 13. Install and terminate new HDMI 2.0a cabling from wall monitor drop points to desired input location within the same room. Input locations will require wall plates with an integrated HDMI port and a USB Type C keystone jack with USB Type C to HDMI converter behind wall plate. 14. Install 15 new 18Gbps Fiber HDMI cables between MDF and IDF through a 3" dedicated conduit. 15. 28 AWG conductors are required for HDMI cables up to 30 feet. 24 AWG conductors are required for cables 30-50 feet. 18Gbps Fiber HDMI is required for cables over 50 feet. HDMI 2.0 compliant splitters are required in locations with multiple displays. 16. Properly label all fiber terminations within fiber distribution units (FDU's) with machine generated labels. 17. Perform installation to meet or exceed TIA/EIA-568A & 568B category cable standards. 18. Perform installation to meet or exceed NEC/OA 301 Fiber Optic Installation Standards. 19. Provide and install UL listed fire caulking on any and all penetrations made by the Contractor or their Sub-Contractors associated with this project. The UL listed fire caulking must meet the requirements for the respective wall type, such as firewall, smoke wall, etc. 20. Contractor is responsible for daily cleanup and disposal of waste in all areas worked. 21. Any questions or issues that come up with this project shall be reported, addressed, and approved by guidance of Project Officer. Note: All wiring and cable installation will be accomplished in Accordance with EIA/TIA (Electronic Industries Association / Telecommunications Industries Association) and IEEE (Institute of Electrical and Electronic Engineers) Standards. VI. SCOPE OF WORK: A. Main Distribution Facility (MDF) North 1. Rack Installs • Install 2, 2 post, aluminum network racks and secure to floor with bolts • Ladder rack shall be used to secure the top of each rack to wall • Install vertical cable management between both racks and on outside of racks • Install horizontal cable management (see diagram network/phone) • Install proper rack grounding to existing grounding bar • Install rack mount, 10 outlet, surge protector, power strip • See provided diagram for rack layout 2. Category 6A & 7 (Data/Voice) • All network cables, category 6 & 7, shall be homerun and terminated on network rack • All voice cables, category 6 only, shall be homerun and terminated on voice rack • All cable location installs shall be 2 data / 1 voice, unless specified otherwise (see spreadsheet) • All patch panels and network jacks shall match cable specifications • All patch panels shall be secured to respective racks and shall be 48 port • All patch panels shall utilize cable management on back of patch panel 3. Fiber Install • Fiber distribution unit(2U), shall be mounted on network rack • 12 strand, 10 Gigabit fiber shall be installed in existing 3" conduit from MDF (North), to IDF (South) and terminated in FDU • Fiber shall be terminated in FDU and properly labeled • Heavy duty pull string shall be pulled in along with fiber to IDF for future use B. Intermediate Distribution Facility (IDF) South 1. Rack Installs • Install 2, 2 post, aluminum network racks and secure to floor with bolts • Ladder rack shall be used to secure the top of each rack to wall • Install vertical cable management between both racks and on outside of racks • Install horizontal cable management (see diagram network/phone) • Install proper rack grounding to existing grounding bar • Install rack mount, 10 outlet, surge protector, power strip 2. DOCUMENTATION TO BE PROVIDED BY THE CONTRACTOR: 1. The Contractor shall provide all Cable Certification and Test Results on electronic media in pdf or WORD format, CD-R or Flash drive/disks, and a hard copy bound in a three ring hard back notebook. The exterior of the disks and the notebook shall be labeled on both the spine and the cover to adequately define the work, the work location, the Contractor's name and contact information, and other information as may be required. 2. Contractor shall provide fiber As-build's showing pathways. 3. Contractor shall supply all warranty information pertaining to all equipment, cable, and parts. 4. Submit all reports, certification results, and warranty information to: Indian Health Service AAO - IMS Attn: Bernie Jojola 5300 Homestead Rd NE Albuquerque, NM 87110 VII. QUALITY ASSURANCE: A. Contractors Quality Requirements 1. All category cable, and fiber plants installed, shall be tested and certified. All certification tests must meet Industry Standards mentioned in Section III. ALL DATA & VOICE DROPS MUST MEET 100% compliancy. B. Government Quality Assurance 1. Inspection Criteria • Visual, Test, and Certification results will be the criteria 2. Acceptance Criteria • All category cable and fiber runs must pass all Industry Standards and Certification • All equipment installed by contractor must be in working order • Visual appearance and cleanliness of all installations will be an important factor • After first walkthrough, contractor will have 5 working days to address and correct any discrepancies
