- Blanket Purchase Agreement Request for Quote & DEA Provision Clause Matrix Statement of Work The Drug Enforcement Administration (DEA) has a requirement for the procurement of Towing Services for the Houston Field Division vehicle seizures within the continental United States. The applicable North American Industry Classification System (NAICS) is 488410, Motor Vehicle Towing Service. The Small Business Size Standard is 500 employees. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 13.303, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-88 (May 16, 2016). Solicitation number DJD-16-Q-0045 is being issued as a request for quotation (RFQ). For a description of the supply items see attached solicitation package and supporting documentation. The Government intends to issue a Blanket Purchase Agreements (BPAs) in accordance with FAR Subpart 13.303, Blanket Purchase Agreements (BPAs). THIS IS AN ALL OR NONE RFQ. PARTIAL SUBMISSIONS AND LATE SUBMISSIONS WILL NOT BE ACCEPTED. Please include a completed copy of Federal Acquisition Regulation (FAR) provision 52.212-3, Offeror Representations and Certifications-Commercial Items with your offer. FAR provision 52.212-1 (Instructions to Offeror-Commercial), FAR clause 52.212-4 (Contract Terms and Conditions-Commercial Items) and 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items) apply to this acquisition. See attached matrix for all other applicable provisions and clauses. Prospective Offerors shall propose on all or none of the solicited items. All sources who submit a timely and complete proposal will be considered. Incomplete submissions will not be considered for award. Award will be based on lowest price, technically acceptable (LPTA). All questions regarding this RFQ should be directed to Tara Laumand at tara.laumand@usdoj.gov by June 8, 2016 at 12:00pm Eastern Time. Final quotations must be received by June 27, 2016 at 12:00pm Eastern Time. Late submissions will not be accepted.
