- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis without providing for full and open competition to Free Energy Productions, 7007 Longwood Drive, Bethesda, Maryland 20817 to provide assist with the development of an Educational Web Series to procure the following for NHGRI: Procurement: 1. Workshop Preparation (Concept/Format); 2. Workshop 2: Casting; 3. Script Writing/Editing; 4. Hosting/Guest Directing; 5. Visual and Audio Aesthetics; and 6. Post Production/Distribution. Background : The National Human Genome Research Institute (NHGRI) is a part of the National Institutes of Health (NIH), the world's premier biomedical research organization. NHGRI led the NIH contribution to the International Human Genome Project, which had as its primary goal the sequencing of the human genome. This project was successfully completed in April 2003. Now, the NHGRI's mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. To that end NHGRI supports the development of resources and technology that will accelerate genome research and its application to human health. A critical part of the NHGRI mission continues to be the study of the ethical, legal and social implications (ELSI) of genome research. NHGRI also supports the training of investigators and the dissemination of genome information to the public and to health professionals. Operating at the interface of science, medicine, and the general public, NHGRI staff must be empowered to effectively communicate the institute's research and related activities to a variety of internal and external stakeholders (e.g., the scientific community, the general public, etc.). NHGRI Communications and Public Liaison Branch of the Division of Policy, Communications, and Education provide the latest news and background information about NHGRI, the Human Genome Project and NHGRI research. The staff handles media requests, inquiries from the scientific community and questions from the general public. News releases, reports, fact sheets, exhibits, and videos highlighting NHGRI programs and policies are also available. Purpose and Objective : NHGRI seeks the services of an organization, hereby referred to as the contractor, to assist with the development of an Educational Web Series. Educational web videos will be used to educate, engage, and inspire viewers ranging from budding scientists to the general public. The addition of these videos to the NHGRI portfolio will help the institute tell its story, attract new subscribers, and engage a diverse audience. The contractor will educate NHGRI in the production process and assist in the development of a video series as detailed in this Statement of Work. Period of Performance : Base Year: 12-Months Option 1 Task: To Be Determined Objectives : The objectives will be distributed among the following 6 interactive workshops: Workshop 1: Concept/Format: The contractor will review the video format options available and work with NHGRI staff to write a "concept book" for the videos, detailing the creative choices made and their rationale. The following questions will be answered: • What kind of video format is right for NHGRI? • What should its mission and goals be? • What should it look like? • What should it sound like? • Who should the target audience be? • Will there be one hose, many, or none? Workshop 2: Casting: The contractor will work with NHGRI staff to choose stories that will make great videos, find the best angle to tell those stories in an engaging, educational context, and practice pitching stories to the Chief of the Communications and Public Liaison Branch. The following questions will be answered: • Which science stories should be told? • How do you find them? • Who should tell them? • Is the video the right medium for every story? Workshop 3: Writing: The contractor will work with NHGRI staff to write the script for the pilot video based on the chosen concept. Workshop 4: Hosting/Directing: The contractor will train communications staff on being engaging hosts and effective teachers as well as how the director can get the best possible material from their interview subjects. Workshop 5: Aesthetics: The contractor will go through case studies of how visual and audio aesthetics can make or break a video style, in addition to working with NHGRI in honing their videos' feel. Workshop 6: Distribution: The contractor will explore the various creative distribution choices to engage viewers and will answer the following questions: • How do you attract your target audience? • How do you keep them engaged from one episode to the next? • How do you strategically disseminate your videos? Deliverables: The deliverables will involve a close collaboration between the contractor and selected NHGRI staff from the Communications and Public Liaison Branch and the Education and Community Involvement Branch. • The Contractor will provide a fully fleshed-out concept for NHGRI's web videos; • The Contractor will provide a fully scripted pilot episode; • The Contractor will provide two days of guest directing on set; • The Contract will provide comprehensive written notes on the rough cuts for up to 9 future episodes, at NHGRI's discretion, and; • The Contractor will provide six training workshops, with written notes and/or presentations. Personnel: The Contractor will provide the necessary personnel to meet the requirements during the performance period of the contract. The Contractor's personnel will not be considered employees of the Federal Government. The Contractor's Key Personnel are expected to adhere to the requirements outlined in this contract award and available throughout the duration of the project's completion. Government Responsibilities: The Government will provide the Contractor necessary workspaces and Internet access as required to perform on-site tasks outlined in this contract award. Data Rights: • FAR Clause 52.227-14, Rights in Data - General (May 2014) • FAR Clause 52.227-17, Rights in Data--Special Works (December 2007). The Government has unlimited rights to all documents and materials produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract will be Government owned and the property of the property of the Government with all rights and privileges of ownership and copyright belonging exclusively to the Government. These documents and materials cannot be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government will be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights. This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13 Simplified Acquisition Procedures (SAP) at the amount not exceeding the Simplified Acquisition Threshold (SAT) under $150,000.00. Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Additional Information: The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). Industry Classification (NAICS) Code is 512110, Motion Picture and Video Production and the Small Business Size Standard is $32.5M. Closing Statement: This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
