Description
United States (U.S.) Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), Service Delivery and Engineering (SDE), Enterprise Systems Engineering (ESE), Enterprise Messaging and Collaboration Service (EMCS) Entrust Key Migration VA118-16-N-1225 The purpose of this Source Sought Notice is to search for qualified vendors capable of meeting the requirement to perform a PKI key migration of all escrowed encryptions keys from a Verizon UniCert 5.2.2 infrastructure to Entrust SM8. The migration will be performed in a manner consistent with Federal Common Policy security requirements, which means that all keys will be protected by FIPS 140-2 security at all times during the process. The vendor will deliver to VA the aforementioned outcome of encryption key migration, along with the executable code used to perform the work. The purpose of the code is to extract keys from VA's existing CA, store the cryptographic material securely, convert the keys to a format that will be consumable by a target Entrust CA, and facilitate the export of the keys to a target Entrust CA hosted by Treasury. See attached Draft Performance Work Statement (PWS) for a full list of requirements. This is a Request for Information (RFI) only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and provide information on their respective capabilities to perform the effort described in the attached draft PWS. This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and PWS. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with Federal Acquisition Regulation 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Instructions for Submitting RFI Questions and Response If interested, please submit a Capabilities Statement indicating how you can meet the requirements, limited to up to 15 pages, single spaced, 12 point font for your company, your teammates and/or subcontractors. Additionally, please indicate on your cover page the socioeconomic category of you, your teammates and/or subcontractors. Please indicate if you, your teammates, and/or subcontractors are schedule holders and the name of that schedule and contract.
