Description
Construction work is located at Fort Cobb Reservoir located approximately four miles north of Fort Cobb, Oklahoma on S.H. 146 in Caddo County. Principle components of work include: (1) Surveying; (2) Demolition of existing fencing; (3) Mechanically clearing 20-foot wide firebreak; (4) Hand clearing 5-foot for fencing where mechanical clearing is not authorized; (5) Constructing new 5-strand barbed wire fence and gates; (6) Constructing steel corner posts and H-braces; (7) Constructing steel post and cable fencing. An ‘Invitation for Bid' solicitation package is anticipated to be available for viewing through electronic commerce via https://www.fbo.gov on or about June 14, 2016. Interested vendors may also check Bureau of Reclamation's website at https://www.fedconnect.net. Bids will be due on or about July 14, 2016 at the Bureau of Reclamation's Great Plains Regional Acquisition Office, 2021 4th Avenue North, Billings, Montana. Bid Opening will be at same location shortly after bid closing time. All responsible Small Business sources may submit a bid, which shall be considered by the Bureau of Reclamation. The estimated price range of this acquisition is between $150,000 and $500,000. The acquisition will be set-a-side for Small Business competition using Invitation for Bid procedures in accordance with Federal Acquisition Regulation, Part 14 - Sealed Bidding. The applicable North American Industry Classification System (NAICS) Code is 238990 - All Other Specialty Trade Contractors (Fencing). A single pre-bid site visit will be held on June 23rd at 1:00 pm - local time. Participants for the site visit will meet at the Fort Cobb State Park Office located on the south side of the intersection of County Street 2550 and E1270 Road in Caddo County, Oklahoma. Fort Cobb State Park is approximately 82 miles SW of Oklahoma City, Oklahoma. Directions from Oklahoma City to the site visit: From Oklahoma City, travel west on I-40 to US-281 South, then west on OK-152, then south 4.3 miles on OK-146, then west 0.9 miles on E1270 Road. If planning on attending the site visit, please coordinate via email with Matt Warren, mwarren@usbr.gov. The Government anticipates award of this procurement on or about July 15, 2016. The Contractor shall be required to complete the entire project within 160 calendar days from receipt of the Notice to Proceed, which will be issued on or about July 25, 2016. SAM: Effective July 29, 2012, any contractor interested in doing business with the government must register in the System for Award Management (SAM) database prior to award of a contract or agreement. SAM is a federal government owned and operated free website that consolidates the Central Contractor Registration (CCR), the online representations and certifications application (orca), and the Excluded Parties List System (EPLS). The vendor's Duns and Bradstreet number and banking information are required for registration. Contractors may obtain information on registration and annual confirmation requirements via the SAM website accesses through https://www.sam.gov/portal/public/sam/ or by the Federal Service Desk at 1-866-606-8220. Payment requests for the anticipated contract must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform (IPP) system. The IPP website is located at https://www.ipp.gov. The contractor must use the IPP website to register access and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via e-mail ippgroup@bos.frb.org or phone (866) 973-3131. If the contractor is unable to comply with the requirements to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal or bid.
