Description
SDB II F-18 Integration Redacted J&A MFR for J&A Authority NOTICE OF CONTRACT ACTION (NOCA) - The Air Force Life Cycle Management Center (AFLCMC), Miniature Munitions Division (EBM), Small Diameter Bomb increment II (SDB II), Program Office (EBMK) intends to definitize a 1 year, sole source, letter contract under the authority of the FAR 6.302-1 to Raytheon Missile Systems (RMS), Tucson, Arizona. The definitization modification was awarded on 20 May 2016. The Air Force, AFLCMC/EBM (Miniature Munitions Division) requires lifecycle support to integrate the SDB II on the F/A-18E/F Navy platform. The SDB II is an evolutionary acquisition of the Air Force (AF) 208-lb class miniature munition capable of destroying mobile/relocatable targets in adverse weather from standoff range as described in the SDB II Capability Development Document (CDD). The CDD identifies the F/A-18E/F as an objective platform for SDB II integration. This F/A-18E/F contract will be a companion contract to the Engineering and Manufacturing Development (EMD)/Production contract (FA8672-10-C-0002) which was awarded under a full and open competition on 09 August 2010. This effort provides for, but not limited to, engineering, integration, test, test hardware, software, modeling and simulations, production, spares, and logistical support to ensure that the SDB II technical baselines remain current and effective and future growth requirements remain feasible for Navy F-18 Integration. The UCA definitization modification was intended to be awarded as the 1st Delivery Order on a 7 year Indefinite-Delivery Indefinite-Quantity (IDIQ) contract, therefore the J&A authority includes a portion of the FA8672-15-C-0185 UCA and a 7 year IDIQ contract that is not yet awarded, further explained in the attached MFR. The UCA definitization and future IDIQ effort may utilize fixed-price, cost-reimbursement, incentive, labor hours and time and material contract types. The Government intends to solicit and negotiate for supplies and professional technical services with only one source under the authority of FAR 6.302-1. The Air Force Life Cycle Management Center has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified.
