Description
This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 511210 with a small business size standard of $38,500,000 in average annual revenue. The supply to be acquired is BAE System software and Integration Services, detailed below. P/N- 4046-C GXP Screener Tool -C (ITAR) QTY 1 P/N- GXP-1334 GXP Screener Tool Integration Services QTY 1 The GXP Screener Tool must be integrated into BAE's SOCET GXP V4.2 commercial software baseline. SOCET GPX V 4.2 is the scheduled to be the next SOCET version to be fielded by AF DCGS Weapon System. The GXP Screener Tool provides a key capability to the High Altitude Workflow Coordinator (HAWC) to reviews the imagery from the sensor to insure that the image meets exploitation requirements as defined by the Essential Elements of Information (EEI). SOCET GXP V4.2 will be integrated into the DCGS Weapon System workflow system called GEOINT Workflow Enhancements (GWE) Phase 2 software baseline, which is made up of SOCET GXP, Unified Collection Operations Reporting Network (UNICORN), GXP Xplorer, and Geospatial Distributed Enterprise Services (GDES). GWE is a mission critical GEOINT Exploitation system the controls imagery workflow/dataflow process from the tasking the sensor all the way through the dissemination/storage of the finished intelligence product. The Government has determined that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the requirements including costs related to training, installation, software development, engineering, maintenance, and support. The Government intends to negotiate a sole-source contract for the purchase of the items described above. The identified sole-source provider/producer of the software. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 June 2016. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
