- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ herby intends to extend Basic Ordering Agreement (BOA) N68335-13-G-0022 with Moog, Inc., for an additional three years. This BOA will continue to provide NAWCAD St. Inigoes, AIR 4.5.8 with advanced Original Equipment Manufacturer (OEM) support for the AN/TRN-47 and AN/URN-32 Tactical Air Navigation (TACAN) Systems. Individual orders shall be placed on a firm fixed price or cost plus fixed fee basis, as applicable. The support to be procured includes tear down, evaluation and repair, and technical and restoration services beyond current Fleet Support Team (FST) and In-Service Engineering Activity (ISEA) capabilities. This BOA shall also provide for upgrades to these TACAN systems as required via approved Engineering Change Proposals. The support provided will include technical, engineering, technical directive, logistics, repair, and testing support. This synopsis also adds the HPA Backplane (Part Number CB01287-001) to the list of spares components associated with the two TACAN systems applicable to this BOA. The requirement was originally synopsized under Solicitation N68335-13-R-0133 as a two (2) year BOA. This extension will make BOA N68335-13-G-0022 a five (5) year BOA for all supplies and services required to perform tear down, evaluation and repair, and technical restoration services beyond current FST and ISEA capabilities. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. Moog Inc. is the OEM of the AN/TRN-47 and ARN/URN-32 TACAN systems. These TACAN systems were developed to meet the Government specifications that only defined Form, Fit, and Function requirements at the system level. The Government does not own the technical data that is necessary to compete these requirements. Only Moog, Inc. possesses the proprietary technical data package (TDP) that is essential for manufacturing and depot-level repair of the TACAN systems. Without this TDP, it is not possible for any other source to perform repair analyses and complete the repairs and/or upgrades necessary to meet the needs of this requirement. Additionally, Moog, Inc. is the only source with the existing facilities, including a test bed, and the technical expertise required to assemble and test the systems and components.
