Description
The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to The Boeing Company to procure up to ninety-three (93) Replacement Acoustic Processor Tech Refresh (RAPTR) retrofit kits. NAVAIR intends to negotiate and award the contract utilizing other than full and open competition pursuant to the authority at FAR 6.3032-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". Pursuant to DFARS 206.302-1(d) and PGI 206.302, a sources sought notice was posted for this requirement. This effort will consist of the requirement for the replacement of the P-8A Acoustic Processor Tech Refresh (APTR) in the United States Navy (USN) and Boeing integration laboratories and P-8A aircraft delivered prior to Lot 7. The requirement includes the delivery of up to ninety-three (93) RAPTR processors. These units shall be identical to the most current qualified version of the RAPTR delivered to the P-8A Lot 7 production effort. The requirement also includes the necessary non-recurring configuration updates to reflect RAPTR effectivity on Lot 1 through Lot 6 aircraft. The period of performance of this effort is anticipated from contract award through December 2018. This notice of intent is not a request for competitive proposals. The Sources Sought Notice posted to FBO on 03 May 2016 provided the opportunity for interested parties to submit a capability statement identifying its ability to execute the requirement. The Government has completed a review of all written information submitted on or before 18 May 2016 in response to the notice. The Government will not consider any information submitted by interested parties in response to this Presolicitation notice.
