Description
RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) located in La Jolla, CA, seeks to purchase FOUR autonomous underwater recording systems for acoustic recordings of marine mammal sounds and ocean noise. Recording systems will be outfitted with two hydrophones configured as a vertical array and deployed at sea for periods of up to several months suspended from drifting buoys. Both hydrophones must be precisely time-synchronized to allow estimate of bearing angles to sound sources. TECHNICAL SPECIFICATIONS: •autonomous underwater multi-channel acoustic recorder (min. 2 channels) •minimum 1 TB memory capacity •min. sample rate 128 kHz (simultaneous on 2 channels) •minimum battery life 30 days continuous (w/ 2 channels at 128 kHz sample rate) •self noise levels below Beaufort 0 (10 Hz-5 kHz) w/ compatible low-noise hydrophones •pressure-resistant to at least 150m depth •with 2 U/W connectors for hydrophones (Subconn MCBH3F or compatible) •no installed hydrophones •compatible with HTI-96-min low-noise hydrophones, (powered 3-10V, 1.5mA) •maximum weight (in air) 15 kg •Higher sample rates are highly desirable. •Capacity for duty-cycle sampling with low-current sleep mode is highly desirable. The proposed contract action is set aside for small business concerns. The NAICS code for this procurement is 334513 with the business size standard of 750 employees. The government intends to issue a firm fixed price order. The required delivery date to destination is no later than July 15, 2016. All interested parties must respond to this announcement within six (6) calendar days of its publication. All quotes must be FOB destination La Jolla, CA 92037.
