- Description
- Attachment 2 Attachment 1 This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations and in no way obligates the Government to award a contract. The purpose of this notice is to obtain information, for planning purposes, regarding: (1) the availability and capability of potential sources that can provide the required services described below, and (2) to seek industry comments regarding a draft version of a Statement of Work (SOW). The NAICS code for this planned acquisition is 541611. Your response to the information requested will assist the Social Security Administration (SSA) in planning the appropriate acquisition strategy. Background: Section 823 of the Bipartisan Budget Act (BBA) of 2015 instructs the Social Security Administration (SSA) to carry out the Promoting Opportunity Demonstration (POD). The purpose of POD is to test a $1 for $2 benefit offset for individuals in the Social Security Disability Insurance (DI) program. SSA will apply the benefit offset to earnings above a standard threshold (determined by the Commissioner) or an itemized Impairment-Related Work Expense (IRWE) level. The BBA states that once benefits reach zero dollars under the offset, SSA may terminate beneficiaries DI eligibility, but their Medicare coverage will continue for 93 months. The demonstration is to begin no later than January 1, 2017 and will last for five years. Participation must be voluntary and participants may withdraw at any time. Project Requirements: SSA is in the planning stage for two potential acquisitions; one, for the implementation and another, for the evaluation of POD. SSA anticipates conducting the demonstration in three to ten sites constituting a variety of areas with the ability to provide meaningful analyses and policy recommendations reflecting national diversity. In general, the potential acquisition for implementation piece would include two services to participants in the demonstration, 1) the coordination of earnings and IRWE information submission to SSA and 2) benefits counseling based on POD policies. A separate potential acquisition for the evaluation piece would include the evaluation of all of the sites and will fulfill research goals. This Sources Sought (SS) offers interested parties the opportunity to provide capability statements, recommendations on effective approaches for the implementation and evaluation of POD. Input in response to this request will assist in refining our requirements for this project. The information included in this SS includes a Draft Statement of Work for implementation of POD (Attachment 1) and a separate Draft Statement of Work for the evaluation of POD (Attachment 2). See accompanying draft version of the Statement of Work for additional information. Response Information: In order for SSA to assess a firm's capability, firms must submit a response that provides enough detail to indicate that it can provide the services to meet the requirements identified above and in the applicable draft version of the Statement of Work (SOW). Vendors may submit a capability statement concerning the implementation portion of the POD, evaluation portion of the POD, or for both. Please identify which one your firm is capable of performing. Vendor submissions of simple marketing materials or brochures, incomplete responses that do not conform to the elements of this Sources Sought, or references to vendor websites will not be considered by SSA. With your response, please include: a. DUNS number b. Company Name c. Company Address d. Current GSA Schedules appropriate to this notice e. Type of Company (i.e. large business, small business, small disadvantaged, women owned, HUBZone, and Service Disabled) as validated via the System for Award Management (SAM) f. Company point of contact, title, phone and email address Responses must be sent electronically via email to Adrianna.Shaney@ssa.gov. Please reference SSA-SS-17-1002 in the e-mail subject line. The file size limitation for e-mail attachments is 4 megabytes; however, multiple emails may be submitted. Neither telephone responses nor faxed information will be accepted. All responses must be submitted no later than June 6, 2016 at 1:00PM EST. Response must not exceed twenty (20) pages. Disclaimer: This notice is not to be construed as a commitment by SSA to award a contract. No reimbursement will be made for any costs associated with your submittal. SSA will not return any information submitted in response to this notice. Information received will be used in SSA's market research effort and for procurement planning purposes. The Government reserves the right to contact, or not to contact, any party responding to this notice in order to obtain further information for market research purposes. Respondents are advised that SSA is under no obligation to provide feedback to respondents with respect to any information submitted. Confidentiality: No proprietary, confidential, sensitive information should be included in your response. SSA reserves the right to use any non-proprietary information in any resultant solicitation.
