- This sources sought announcement is for acquisition planning and market research purposes specifically seeking qualified HUBZone and Service-Disabled Veteran-Owned small businesses. No formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The razorback sucker (Xyrauchen texanus) and bonytail (Gila elegans) are two of four endemic, large-river fish species (Colorado pikeminnow [Ptychocheilus lucius], and humpback chub [Gila cypha]) of the Colorado River Basin presently considered endangered by the U.S. Fish and Wildlife Service. Both species are heavily reliant upon stocking programs in order to maintain a presence in the main stem of the Colorado River. The Multi-Species Conservation Program (MSCP) has been stocking fish since 2004. The program has a stocking requirement of 6,000 razorback and 4,000 bonytail per year into Reach 4/5, Parker Dam to Imperial Dam, for 45 years with all fish greater than or equal to 305mm. Beginning as early as 2017, an additional 6,000 razorback and 4,000 bonytail per year will be stocked for a 10-year period designated for intensive research and monitoring. Currently all fish are released with a full duplex 134.2 kHz Passive Integrated Transponder (PIT) tag. (Bureau of Reclamation 2015) The fish community in Reach 4/5 is comprised primarily of introduced nonnative fishes which support a popular recreational sport fishery. Aside from infrequent recaptures, little information is available concerning the distribution and survival of these repatriated native fish. Previous work has documented poor survival and the limited persistence of razorback (Schooley et al. 2008). Currently a small population of razorback is known to persist in this area. The LCR MSCP has a requirement for monitoring to assess the current repatriate razorback sucker and bonytail populations in Reaches 4/5 of the MSCP, as well as their relative dispersal in this Reach. Monitoring efforts shall include remote PIT scanning at three primary release locations near Blythe, CA as well as some investigatory deployments in other regional backwaters and the main stem river down to the top of Reach 5 (the Reclamation Cibola Gage near Walters Camp at RM 87.3). Remote PIT scanning is a relatively new technology and any offerer should demonstrate a clear understanding of the technology and the ability to acquire such devices. This monitoring effort should also include a telemetry component which will help direct the remote PIT scanning efforts. There is no physical barrier from preventing fish from moving below the Reach 4/5 boundary, and thus the telemetry component needs to account for this and should include some remote telemetry receivers (i.e., the Submersible Ultrasonic Receiver such as Sonotronics Inc. or something similar) through Reach 5 to provide information about the relative distribution of these species. The telemetry component will include the tagging and tracking of resident adult razorbacks (in order to locate potential spawning), 20 sub adult razorbacks, and 20 bonytail per year from any of the numerous stocking events. Data analysis for this project will include at a minimum: Assimilate and summarize all Reach 4/5 razorback sucker and bonytail contact data collected by other federal and non-federal entities into mark-recapture population estimates for each species with 95% confidence intervals. If data are adequate, use mark-recapture modeling to provide estimates for adult survival (with 95% confidence intervals) and assess its dependence on a variety of factors (i.e. size at release, location of release, and season of release) for all razorback and bonytail released since 2005. If data are inadequate for a model-comparison assessment of all factors, use exploratory analysis to identify their potential relationship to scanning contact rates (e.g., with graphs and/or correlation analysis). The anticipated period of performance for this work is a one-year base period starting in September 2016 with four one-year option periods. Responsible sources are welcome to submit a capability statement on or before 12:00 PM on Friday, June 3, 2016. Submittals will be reviewed and considered by Reclamation during the solicitation planning process. Your package should include the following information: 1. Capability statement - showing recent experience doing this type of work or work similar in scope and complexity. 2. Provide your business name, address, point of contact, phone number and email address. 3. Provide your business size & type: HUBZone, Service-Disabled Veteran-Owned, etc. All firms should identify whether or not they are a small business or other than small business in accordance with the size standard for The North American Industry Classification (NAIC) being considered for this project, which is 541620 - Environmental Consulting Services and the Small Business Size Standard is $15 Million. 4. The capability statement shall address the offerors ¿ capability to perform under a contract of this magnitude and complexity. Provide a list of ALL RELEVANT projects (projects of a similar size, scope, and complexity of the proposed project are considered relevant), either Government or commercial, performed within the last three (3) years, with a brief description of the project; contract number, project title, dollar amount, timeliness of performance, and customer satisfaction. Include the customer's name, address, telephone number, e-mail address, and points of contact with phone numbers. Indicate whether or not you were the prime contractor, and, if you were a subcontractor, provide the name and point of contact information for the prime contractor. Include the percentage of self-performed work, how the work was accomplished, and the performance rating for the work. The information presented in this announcement does not obligate Reclamation in any manner. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought. This notice is designed to locate responsible sources that have an interest, and have the ability to perform the services described herein.
