Description
Statement of Work Statement of Work DD Form 1423 The Contracting office, Pine Bluff Arsenal (PBA), Pine Bluff, Arkansas 71602-9500, has a requirement for a contractor to provide all labor, equipment and supplies to purchase and install 2 (each) High Efficiency Steam Boilers, and remove existing boilers, located in building 34-125, in accordance with the Statement of Work. The boilers are required to replace existing Kewanee H3S-350-G02 boilers located in building 34-125. The boilers shall meet American Society of Mechanical Engineers (ASME) design requirements. Work to include but not limited to Removal, Disposal and installation of boilers, Repair roof and insulate ceiling. Each boilers shall meet a minimum steam output of 13,500lbs per hour. Each boiler shall have a Gas Fired Burner with an input rate of at least 16,000 Thousand British Thermal Units per Hour (MBH) natural gas. Isolation valves shall be accessible from ground level. Each boiler shall have an integrated control system with touch screen interface for full function access and real time display. Feed water system shall be designed to reduce corrosion problems in the boiler and piping system. The boilers and all ancillary equipment shall be tested to ensure all aspects of the system are operating within parameters of the required specification. The Solicitation will include a line item for Temporary Replacement Boilers throughout the installation process. Steam production shall be maintained throughout the entire changed over process. The installers shall be formally trained with certified technicians/engineers. Electric power available is 480 Volt, 3 Phase, 60 Cycle and natural gas is the available fuel source. All standard information on the equipment, including but not limited to User Manuals, Operation and Maintenance (O&M) Manuals, Material and Safety Data Sheets (MSDS), troubleshooting guides and any other applicable documentation, shall be provided upon installation of the system. It is recommended that contractors that submit a proposal visit the job site, see solicitation for details. The North American Industry Classification System NAICS code 332410 (750 employees). All contractors must be registered in SAM’s. This is a One-Hundred (100%) Percent Small Business Set-Aside. All interest parties may obtain a copy of the solicitation package once it is posted on ASFI/FBO. You may sign up on the interested Vendors List to receive automated notification from ASFI when changes are made to the posting; however, contractors are responsible to monitor this website for further information concerning this procurement. Offerors shall submit all technical questions regarding this solicitation to the Contracting Officer, in writing not later than seven (7) days prior to the closing date. Solicitation will be issued on or after 21 May 2016, with a closing date of 20 June 2016. All responsible small business sources may submit a proposal which shall be considered by the agency.
