Description
Please complete and return with your quote. This is a combined synopsis/solicitation for a commercial supply and/or service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number is FA4814-16-T-F017. This acquisition is a 100% small business set aside. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: DESCRIPTION OF REQUIREMENT: U.S. Special Operations Command has a requirement to lease furnished corporate apartments in a safe, convenient location within a 5-mile radius of the Joint Special Operations University, 7701 Tampa Point Blvd, MacDill AFB, Tampa, FL The contractor must be prepared to house forty-eight (48) military personnel attending the Joint Special Operations Forces Senior Enlisted Academy (JSOFSEA) resident course. Anticipated number of students is 48 and the apartments needed are broken down by one and two-bedroom units as follows: CLIN 0001: Twenty-two (22) two-bedroom units, 18 Jul 16 through 17 Sep 16 (62-nights) CLIN 0002: Four (4) one-bedroom units, 18 Jul 16 through 17 Sep 16 (62-nights) This is the Government's desired breakdown, however quotes will be accepted that provide for a different breakout as long as 48 students are accommodated. Apartment Features: - Minimum square footage for; 2BR: 1000 and/or 1 BR: 500 - Furniture representative of a furnished corporate apartment (to include, but not limited to dining table, chairs, television, alarm clock, sofa, beds, dressers, and end tables) - Furnished kitchen/kitchenette (to include, but not limited to plates, glasses, utensils, pots and pans, other essential cookware, and trash cans) - Refrigerator - Dishwasher - Microwave - Electric garbage disposal in kitchen sink - 2 sets of clean linens (per bedroom) with linen exchange for 1 set (per bedroom) to occur weekly - Housekeeping is to occur once a week to include stocking of toilet paper, soap and dishwashing detergent. Housekeeping should include, but not limited to vacuuming carpets, dusting furniture and shelves, sanitizing toilets and bathtubs, wet mopping any non-carpeted areas. - Washer/dryer in the units or facilities available and located on the grounds - All utilities (electric, water, trash, basic cable television, and phone) - Contractor is only responsible to cover local phone calls. All long distance phone calls are at the individual students cost. - A dedicated high-speed net connection of at least 50Mbps downstream and 5Mbps upstream for use only by USSOCOM customers. Connection will terminate on premises to a wireless router (N protocol) with the ability to broadcast at full bandwidth to all customer rooms. Wireless access passwords will be issued only to DoD customers designated by the Contracting Officers Representative (COR). 24/7 technical support must be available to the system Administrator and end users. Problem resolution must be routinely provided within 8 hours from the initiation of the complaint. - Managerial support (to include, but not limited to issuance of room keys and minor maintenance repair issues) - 24 hour on-call repair service for electricity, water, plumbing, water heater, refrigeration and physical security - Routine service calls to be handled with normal business hours Community Features: - Ability for taxi service to arrive at door of residence - A business/conference room able to accommodate planned assemblies after hours and on weekends (capacity - up to 15 personnel) - Should not be an additional cost to use or reserve the room. - Location: Tampa, FL: Within 5-mile radius of the Joint Special Operations University, 7701 Tampa Point Blvd, MacDill AFB, FL. - Each apartment must be within the same community BASIS OF AWARD: Award will be made to the lowest priced quotation that meets ALL requirements listed above. The Government also reserves the right to make no award at all. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. (End of clause) CANCELLATION POLICY: Due to unforeseen student dis-enrollments, offerors must honor the following cancellation policy. Units may be cancelled at no charge anytime up to seven business days prior to the class start date. Cancellations between six and three business days prior to the class start will be a $300 per unit one-time administration charge. Less than three business days' notice, no cancellation clause applies and the Government will be responsible for all leases. Also your quote must list your DUNS number, CAGE code, and Federal TIN with Company name, POC, and phone number. If you need to obtain or renew a DUNS number or CAGE code, please visit www.sam.gov. Lack of registration in the SAM database will make an offeror ineligible for award. Vendor must also be registered in Wide Area Work Flow to receive payment through electronic funds transfer.
