Integrated LCRD (Laser Communication Relay Demonstration) LEO (Low-Earth Orbit) User Modem and Amplifier (ILLUMA) RFI Text 05/04/16 "The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for an Integrated LCRD LEO (Low-Earth Orbit) User Modem and Amplifier (ILLUMA) for multiple mission applications associated with satellite free space optical communication. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto." NASA's Laser Communications Relay Demonstration (LCRD) will be an optical communications relay satellite that will be placed in Geosynchronous orbit (GEO) in the 2019 time frame. This GEO satellite will have the capability to receive an optical communications signal called the "forward link" from a transmitting terminal (i.e. from a ground station or a LEO satellite such as the ILLUMA) at a channel rate up to 2.88 Gbps and relay it to a receiving terminal. Initially the LCRD terminal will relay signals between two ground stations. Additional terminals in Low Earth Orbit (LEO) would greatly enhance the utility of the LCRD relay. The purpose of this procurement is to acquire a modem for use on LEO spacecraft that can communicate with the LCRD in GEO. The vendor is asked to provide a capability statement and a rough order of magnitude cost estimate for: (1) Baseline Option solution (with the size <27,000 cm3, mass <24 kg, power consumption <130 W) and (2) Enhanced Option solution (with the size <14,000 cm3, mass <12 kg, power consumption <100 W) that possibly conforms to multiple standard Multi-Source Agreement (MSA) 5"x7" telecommunications packages. This modem shall be able to transmit at all LCRD data rates using differential binary phase shift keying (DPSK), and receive at the LCRD U51.8 data rate. To minimize the cost of ILLUMA modem: (1) Use upscreened commercial- off-the-shelf components where possible. (2) Assume NASA will provide FPGA code for Interleaving, De-interleaving, Coding, and Decoding. The LCRD signals are RZ-DPSK. Murphy, H.G. Rao, N.W. Spellmeyer, J.P. Wang The LCRD relay at GEO transmits and receives at fixed wavelengths. It is therefore incumbent upon ILLUMA to compensate for the Doppler shift in the transmit and receive wavelengths resulting from the motion of the spacecraft in LEO. The Doppler shift will be 6GHz on either side of the central wavelength. The maximum rate of tuning for the changing Doppler shift is 10MHz/second. It is also incumbent upon ILLUMA to either tolerate or compensate for the Doppler shift in the receive and transmit clock rates resulting from the motion of the spacecraft in LEO. In addition the vendor will need to provide a Beacon to allow the LCRD terminal at GEO to acquire the ILLUMA signal. The ILLUMA modem and Beacon will need to interface with the Optical Module, and Controller (Document to be provided after contract award). All optical connections between the modem, Beacon and the OM will be made with Polarization Maintaining (PM) single mode fiber. The Optical Module (OM) is a telescope, configured for monostatic operation at separate beacon, transmit, and receive wavelengths. The Optical Module and its controller are NOT part of this procurement. This project will consist of a preliminary design phase culminating in a Preliminary Design Review (PDR), a detailed design phase culminating in a Critical Design Review (CDR), a fabrication phase, and a test and characterization phase. Specific programmatic requirements are provided in the Draft ILLUMA Statement of Work (SOW) document. This document and its attachments are for information and planning purposes only and is to allow industry the opportunity to submit responses describing their relevant capabilities, and providing feedback regarding the ILLUMA technical and programmatic requirements. Responders are requested to provide information on their capabilities and facilities for Space qualified and/or Telcordia qualified electronic circuits, Laser and electro-optical components and systems, Communication components and systems for data rates greater than 1Gbps. Responses may include capabilities and facilities of the responder as well as those of potential or anticipated partner or subcontractor organizations. However, assumed partners, subcontractors and their capabilities and facilities must be identified as such and prior experience with these partner or subcontractor organizations noted. This document and its attachments are for information and planning purposes only and is to allow industry the opportunity to submit responses providing comments, suggestions, and recommendations regarding the ILLUMA technical and programmatic requirements.
