Description
The Securities and Exchange Commission (SEC) intends to award a sole source requirement to Thomson Reuters, New York, NY, for a business and financial information service that provides outside access to historical non-electronic (microfiche) SEC filing data. This is a renewal contract action. The SEC requires a service for on-demand copies of historical non-electronic (microfiche) SEC filings. The period of performance will be a base year and two (2) option years. The statutory authority permitting other than full and open competition is 41 U.S.C. § 3304(a)(1); FAR 6.302-1 (a)(2) - Only one responsible source. Thomson Reuters is the only source outside of the SEC that has a comprehensive, complete set of historic non-electronic (microfiche) SEC filings. The complete set of historic non-electronic (microfiche) filings begins in 1968. The SEC owns these records in microfiche form. Thomson has a copy of the records because of the previous contract with the SEC to copy the public filings and to maintain a database of the filings. Thomson maintains an electronic index of SEC filings back to about 1968, and the documents are stored in microfiche. Some of the documents have been scanned and converted to PDF documents as well. The previous contract was used by the FOIA Office to assist with processing requests for public filings, and by other SEC Offices and Divisions for filings requested internally or for research purposes. The SEC requires an information service to provide the public with the option for a speedy response for historical filings, alleviating the need to request microfiche from offsite storage and convert microfiche to electronic records. Interested organizations may submit their capability statements and qualifications for the provision of this requirement. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements. This notice of intent is not a solicitation. No solicitation or additional information will be made available with regard to this sole source notice. Oral communications are not acceptable in response to this notice.
