SCOPE OF WORK: Contractor shall be responsible for all labor, material and equipment required to power wash clean and seal the exterior masonry split face block walls with an approved masonry seal material listed in the specification enclosed. Work will be done on a number of buildings at various locations, approximate surface area to be sealed is 15,000 sf. 1.6.7 All Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes. No background checks are required for this contract. 1.6.8 Special Qualifications The Contractor must pre-screen Candidates using the E-verify Program (http://www.dhs.gov/E-Verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file. 2. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK: The Contractor will be required to commence work under this contract after receipt of award, and to complete the work by 26 August, 2016. The time stated for completion shall include final cleanup of the premises. 3. CONTRACT DRAWINGS AND SPECIFICATIONS: Omissions from the drawings or specifications or the misdescription of details of work which are manifestly necessary to carry out the intent of the drawings and specifications, or which are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work but they shall be performed as if fully and correctly set forth and described in the drawing and specifications. The Contractor shall check all drawings furnished him immediately upon their receipt and shall promptly notify the Contracting Officer of any discrepancies. 4. SITE VISIT: Offerors or quoters are strongly urged and expected to inspect the site where the work will be performed. Contact Mike Callaghan at 402-667-2563, or Curt Bisgard at 402-667-2565 to arrange for a site visit. 5. APPROVAL OF MATERIALS: Mike Callaghan shall approve all materials before being used in subject contract. 6. SPECIAL REQUIREMENTS: Contractor shall apply the siloxane water repellant as per the manufactures recommendation as well as the attached specification. 7. Not Used. 8. PROTECTION OF EXISTING FACILITIES: Contractor shall be responsible for protection of the existing structures glass and metal from overspray of sealant material. In the event of contact of overspray on the glass or metal the surface shall be washed immediately with soap and water to remove the overspray. 9. ENVIRONMENTAL PROTECTION: In order to prevent, and to provide for abatement and control of any environmental pollution arising from the construction activities in the performance of this contract, the Contractor and his sub contractors shall comply with all applicable federal, state and local laws and regulations concerning environmental pollution control and abatement. a. Notification: The Contracting Officer will notify the Contractor in writing of any non compliance with the aforementioned federal, state or local laws or regulations. Such notice, when delivered to the Contractor or his authorized representative at the site of the work, shall be deemed sufficient for the purpose. The Contractor shall, after receipt of such notice, immediately inform the Contracting Officer of proposed corrective action and take such action as may be approved. If the Contractor fails or refuses to comply promptly, the contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. The Contractor shall make the subject of a claim for extension of time or no part of the time lost due to any such stop orders for excess costs or damages. 10. SAFETY REQUIREMENTS: The Contractor shall ensure that safe working practices are utilized and that all equipment meets the requirements of the US Army Corps of Engineers, "Safety and Health Requirements Manual", EM 385 1 1, September 2008, before work begins. A copy of the above manual is available at the Gavins Point Project Office, 55245 Highway 121, Crofton, NE. a. Ground Fault Circuit Interrupters: In addition to the requirements of paragraph 11.C.05 of EM 385 1 1, ground fault circuit interrupters are required for all extension cord systems. b. First Aid and Medical: First aid facilities shall be made available on the job site. Arrangements for emergency medical attention shall be made prior to start of work. All emergency numbers (doctor, hospital, ambulance, fire department) shall be posted, or made available at the work site. 11. HOUSEKEEPING: Daily clean up of all debris and waste materials are required. Debris shall be removed on a regular basis as contractor's responsibility to dispose of off project site. 12. AVAILABILITY AND USE OF UTILITY SERVICES: Use of public and private utilities will be as found available. The Contractor shall make his own arrangements for use of public and private utilities. 13. WORK AND MATERIALS GUARANTEE: The Contractor will guarantee materials for one year from the date the Government assumes use of the equipment or materials. 14 PAYMENT: Payment for subject work will be for entire work complete in conformance with this specification and drawings, and paid within 30 days of acceptance by the Government and receipt of a proper invoice. Section 07 19 23 Siloxane Water Repellants PART 1. GENERAL 1.01 SUMMARY A. Section Includes: Siloxane Water Repellents Specifier Note: Article below may be omitted when specifying manufacturer's proprietary products and recommended installation. Retain Reference Article when specifying products and installation by an industry reference standard. If retained, list standard reference in this section. Indicate issuing authority name, acronym, standard designation and title. Establish policy for indication edition date of standard referenced. Conditions of the Contract or Division 1 References Section may establish the edition date of standards. This article does not require compliance with standard, but is merely a listing of references used. Article below should list only those industry standards referenced in this section B. General: Submit Listed Submittals in accordance with Conditions of the Contract and Division 1 Submittal Procedures Section. B. Product Data: Submit manufacturer's product data and installation instructions. C. Quality Assurance/Control Submittals: Submit the following: 1. Certificates: Submit certificate that applicator complies with the requirements of this section. 1.04 QUALITY ASSURANCE. A. Applicator Qualifications: Utilize an applicator trained and approved by waterproofing manufacturer. 1.05 DELIVERY, STORAGE, & HANDLING A. General; Comply with Division 1 Product Requirement Section B. Delivery: Deliver materials in manufacturer's original, unopened, undamaged containers with identification labels intact. C. Storage and Protection: Store materials protected from exposure to harmful environmental conditions and at temperature and humidity conditions recommended by the manufacturer. 1.06 PROJECT/SITE CONDITIONS A. Environmental Requirements: Comply with application temperature range 40- 950F B. Substrate shall be rain free 24 hours prior to application and 24 hours after application. C. Substrate shall be power washed to remove mold, dirt and other debris, then allowed to dry 24 hours prior to application of sealant. 1.07 WARRANTY A. Waterproofing Warranty: Product has a five (5) year material warranty. Manufacturer's warranty shall be independent from any other warranties made by the Contractor under requirements of the Contract Documents and may run concurrent with said warranties. Should the product fail to perform as specified the manufacturer shall reimburse the purchase price of the material used or supply new material for replacement. PART 2 PRODUCTS. 2.01 SILOXANE WATER REPELLENT A. Manufacturer: Applied Technologies, LLC, better than or equal to. B. Proprietary Products/Systems to be purchased directly from Applied Technologies by Applicator. C. Siloxane Water Repellants include the following: 1. A-Tech Masonry & Brick Sealer a. Material: Water-based emulsion siloxane water repellent b. Siloxane Content: 7-10% c. Application Method: [Brush] [Roller] [Sprayer] d. Color: Milky white, dries clear e. Active Content: 100% f. Freeze Point: 320F g. Coverage Rate: 1 gallon/100 ft2 h. Water Penetration and Leakage: (ASTM E-514): 83% average reduction i. Chloride Ion Uptake: (NCHRP Report 244): 77% reduction 2.02 LIMITATIONS A. Will not prevent water through cracks, defects or open joints B. Mortar and concrete shall be cured for 28 days prior to use 2.03 TESTING A. Test a minimum 3' x 3' area on each type of masonry. Use the manufacturer's application instructions. Let test area cure before inspection. Keep test panels available for comparison throughout application procedure. PART 3. EXECUTION 3.01 MANUFACTURER'S INSTRUCTIONS A. Comply with the most current written installation instructions and recommendations of the waterproofing manufacturer. 3.02 EXAMINAITON A. Site Verification of Condition: 1. Verify that conditions are acceptable for application of the waterproofing system. 2. Do not proceed with the application until unacceptable conditions are corrected. a. Substrate must not have rain for 24 hours prior to application b. Substrate must not have rain for 24 hours after application c. Site temperatures must be above 400F during and after application 3.03 PREPARATION A. Surface Preparation: 1. Ensure that surfaces to be coated are structurally sound and free of moisture, dust, loose materials, frost, loose mortar or any materials or obstructions that would be detrimental to the penetration of the sealer, this shall be accomplished by power washing the substrate prior to the application. 3.04 APPLICATION A. Stir before use. Do not dilute. So not apply in high winds. Protect glass and metal from coverage. Wash off with soap and water. 1. Vertical Application: Spray, brush or roll sealer onto substrate starting at bottom of area. Maintain 6-8" run down of sealer. Protect coated areas for 24 hours from rain. 2. Horizontal Application: Spray, brush or roll sealer onto substrate. Maintain even coating and spread out any ponding that may occur prior to curing. Protect coated areas for 24 hours from rain. 3.05 CLEAN UP A. Clean any over application of sealer off glass and metal with soap and water before drying.
