- 1. Position Title: Program Advisor (Resident Hire) 2. Market Value: GS-14 - $87,263 to $113,444. Final compensation will be based upon the candidate past salary and work history, experience, and educational background of the successful candidate. Salaries over and above the top of the GS14 pay range will not be entertained or negotiated. There is no offshore benefits. 3. Place of Performance: Kampala, Uganda 4. Period of Performance: Two year contract. 5. The U.S. Agency for International Development Mission in Uganda seeks to employ a U.S. (U.S. and Resident Aliens) RESIDENT in Uganda Personal Services Contractor to serves as the principle liaison to the USAID/Uganda Mission Front Office and manages communications across the portfolio with external and USG counterparts. 6. Education: A master's degree in International Development, Public Administration, etc. 7. Work Experience: At least six (6) years of progressively responsible professional work experience relating to international development/or program/project management; with at least two (2) years of the experience working in an international development organization and especially managing development programs and projects overseas is required. Experience in a USG/USAID program office or similar private or public office managing large multi-discipline projects is advantageous. 8. Knowledge: Demonstrated knowledge regarding current U.S. Government development objectives and how they relate to the development of the new Country Cooperative Development Strategies. 9. Skills and Abilities: Demonstrated leadership experience, with ability to work independently and with little oversight, and the ability to establish close working relationships with program offices, other agencies, senior government officials, and other donors. Must be able to work effectively and make sound decisions in high-stress and crisis situations. Be able to effectively collect, synthesize and present information from diverse sources. Be able to build networks within the supported program and support offices. 10. Communications: Fluency in English and proven ability to communicate quickly, clearly, and concisely, both orally and in writing, including technical reports. Proven ability to communicate effectively in cross-cultural settings. Demonstrated ability to make sensitive oral presentations logically and persuasively to senior USG and host-country government officials and other donors. 11. The scale and complexity of the USAID/Uganda assistance program requires the knowledge, skills and experience of a seasoned program specialist. Required professional qualifications include the following and applicants must address all the elements as part of their offer in response to this resident hire PSC solicitation. 12. Notice to Applicants: USAID reserves the right to obtain from previous employers relevant information concerning the applicant's past performance, technical knowledge, required skills, including teamwork and team-building experience and may consider such information in its evaluation. Ethics and trustworthiness considerations will receive particular scrutiny throughout the Program. Training, and any other sources deemed appropriate, will be reviewed for any signs of potential risks or cautions that might be detrimental to the responsibilities inherent to this Program. Such risks or cautions may result in disqualification for purposes of being appointed a contracting specialist. Shortlisted candidates may be required to submit writing samples and/or do a written test. USAID/Uganda shall not pay for any expenses associated with the interviews. Introduction: The Program Advisor serves as the principle liaison to the USAID/Uganda Mission Front Office and manages communications across the portfolio with external and USG counterparts. S/he will play a major role in designing the new Country Development Coordination Strategy and will offer technical and programmatic expertise to ensure that the strategy conforms to Agency policies and regulations. MAJOR DUTIES AND RESPONSIBILITIES: 1. Strategic and Program Planning (70%): (i) Design the new Country Development Coordination Strategy. Offer technical and programmatic expertise to ensure that the strategy conforms to Agency policies and regulations. As the strategy is rolled out, lead the technical office in a pre-design checklist that s/he will develop, making sure that the technical offices are integrating the new strategy and have used the Guiding Principles in the original logical framework. (ii) Lead the office in triaging data requests from Washington, assigning them to the correct team member and providing quality control before the information is sent back to Agency Headquarters. (iii) Author Congressional Budget Justifications and Congressional Country Narratives and follow up with the Uganda's Desk Officer to any questions Congress may have. (iv) Supervise the Program Office Backstops to the technical offices to ensure that they are informing those offices of key program issues that arise during the program cycle and report back to the PPD on issues that pertain to the office. Maintain an updated summary of technical offices key issues and make sure that they are front and center when the PPD Director and Deputy meet with the Front Office. (v) Serve as a certified COR or AOR as the Agreement Officer's/Contracting Officer's Technical Representative for specific USAID-funded development activities, as designated by the Office Director. 2. Monitoring, Evaluation and Learning (40%): (i) Lead the Mission in its annual Performance Program Review. Offer professional technical advice to Office Directors, CORs and AORs in reporting on indicators, variance of indicators, program narratives and will be responsible for the finished product. This requires detailed knowledge of the whole USAID/Uganda portfolio and a high level of expertise in a broad range of development activities, how impact is measured and how to adapt program activities to improve program performance. (ii) Review the annual work and activity plans by implementing partners for comprehensiveness, clarity and adherence to the strategies and Operational Plans of USAID/Uganda. (iii) Lead the inter-agency Operational Plan report, providing expert knowledge to all USAID technical offices and State Department offices that provide the contents for the document that must be reviewed and approved by the Chief of Mission. (iv) Provide technical and logistical guidance to technical and support offices for portfolio reviews. Organize those reviews and follow up on key issues. Supervision: General guidance will be provided by the PPD Office Director or her/his designee.
