Attachment C- PQA Documents NND16589438Q Attachment B-Equipment List NND16589438Q Attachment A-Statement of Work NND16589438Q Request for Quotation Number: NND16589438Q This is a combined synopsis/solicitation NND16589438Q for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotations are being requested and a written solicitation will not be issued. The Stratospheric Observatory For Infrared Astronomy (SOFIA) program at NASA Armstrong Flight Research Center has a commercial (see FAR 2.101) requirement for the following excerpt of the draft Statement of Work (SOW): The Stratospheric Observatory For Infrared Astronomy (SOFIA) is an international science program with joint participation by NASA (National Aeronautics and Space Administration) and the German DLR (German Aerospace Center). To conduct its scientific mission, SOFIA operates a modified Boeing 747SP aircraft (N747NA), which flies an on-board infrared telescope assembly, collecting astronometric science data during nighttime hours, while flying at altitudes of 35,000-45,000 feet. SOFIA collects science data on very large number of astronomical targets (e.g., stars) in the celestial skies of both the northern and southern hemispheres. The number of targets, and the length of observation time necessary to image each target, requires detailed aircraft flight planning, which results in complex and non-standard flight plans, containing multiple flight segments with varying headings and altitudes, flying over both land and water. In addition, other factors, including weather, and the complexities of telescope pointing, alignment, and tracking, often require changes to the filed flight plan over the course of the flight. Therefore, close coordination with air traffic control (ATC) to complete the scientific observations of the mission is essential. Moreover, since the aircraft performs frequent, high-latitude, oceanic operations (including South Pacific operations) at long distances from the nearest oceanic ATC center, highly reliable aircraft communications, including both line-of-sight (LOS) and over-the-horizon (OTH) communications, are critical not only for successful science operations, but also for the safety of the flight. To meet these needs, NASA is seeking to upgrade the SOFIA cockpit avionics and communications capabilities to include both a Controller Pilot Data Link Communications (CPDLC) and an Automatic Dependent Surveillance-Contract (ADS-C) functionality to Operate at a Future Air Navigation System (FANS) 1/A standard. NASA's goal is to meet FAA certification and operational authorization/approval standards for the upgraded system. The North American Industry Classification System (NAICS) code for this procurement is 334511, Aircraft flight instruments (except engine instruments) manufacturing, with a size standard of 750 employees. The offeror shall state in their offer their size status for this procurement. Offerors must have current registration and Representations and Certifications in the website www.sam.gov, and provide the firm's DUNS number with their offer. Contract Line Item Number (CLIN) 0001 - 005, Firm Fixed Price (FFP) shall be inclusive of FOB Destination, Delivery and performance to NASA Armstrong Flight Research Center, Palmdale, CA 93550. CLIN 006 Time and Material (T&M) shall include the proposed hourly rates for this effort. Offers for the item(s) described above are due by June 16, 2016, 3:00 p.m. PST, to Rosalia Toberman, Contract Specialist, at Rosalia.toberman@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. All responsible sources may submit an offer which shall be considered by the agency. Offerors shall provide the information required by FAR 52.212-1 (APR 2014), Instructions to Offerors-Commercial Items, which is incorporated by reference. An addenda to FAR 52.212-1 is included. FAR 52.212-2, Evaluation Commercial Items: The purchase order will be awarded using Past Performance Trade-Off where technical and past performance, when combined, are significantly more important than price. FAR 52.212-4 (DEC 2014), Contract Terms and Conditions-Commercial Items and addenda are applicable. FAR 52.212-5 (MAR 2015), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable. Because the synopsis and solicitation are contained in a single document, it is not necessary to publicize a separate synopsis 15 days before the issuance of the solicitation.
