Description
NOTICE OF INTENT: The Virginia Contracting Activity - Joint Base Anacostia-Bolling Washington DC, Contracting Operations Division, intends to award reference tracking number DJA-0001-16 "Employee Mobility & Standardization" on a sole source basis under the statutory authority permitting Other than Full and Open Competition at 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1(a)(2)(ii)(B) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The contract will provide core HR services and support. Including but not limited to: Personnel Action Request (PAR) processing; HR Staffing Services; Benefits; Recruitment Hiring; Internal Placement; Career Planning; Mobility Strategies; Identify External Training; Process and Procedures Improvements; New employee Processing ; Awards and Promotion Processing; Human Capital Technical Support and Ad Hoc Project/Program Management Support. The anticipated contract type considered is a Labor Hour with a period of performance for 3 months base and (1) 3 month option. This Notice of Intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government for future requirements. No contract will be awarded on the basis of offers received in response to this notice. Interested parties may identify their interest and capability to respond to the requirement no later than 12:00 P.M. Eastern Standard Time, 03 Jun 2016. All information submitted should support the interested parties capability to provide the services required, and shall be furnished at no cost or obligation to the Government. No comments and or feedback on submitted capability will be provided by the Government. Responses must be in writing and must provide clear, concise and convincing documentation that competition will be advantageous to the Government in future procurements. Verbal responses will not be accepted or considered. Responses may be submitted via e-mail if the total file size is less than 5MB. Submit via email to the POC: Write in the subject line the title "Notice of Intent - Employee Mobility & Standardization." Submitted responses to this notice will not be returned, No Questions will be allowed and no responses will be provided as part of this notice. Companies wanting to do future business must be registered in the System for Award Management (SAM) and have a Top Secret Facility Clearance Approved. Information received will be considered solely for the purpose to determine whether to conduct a future competitive procurement. Oral communications are not acceptable in response to this notice. The North American Industry Classification System (NAICS) for this requirement is 541612 Human Resources Consulting Services with a size standard of $15.0 million. The anticipated contract type considered is a Labor Hour award will include a 3-months base and (1) 3 months option.
