- U.S. Fish and Wildlife Service, Portland, OR has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This posting will be referred to under Request for Quotation (RFQ) Number F16PS00497. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) #05-86, effective 1 February 2016. The North American Industrial Classification System (NAICS) number is 517919, All Other Telecommunications and the business size standard is $32.50 million dollars. This requirement is a Total Set-Aside for Small Business. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. Award will be made to the offerer that provides the lowest overall price that is also technically acceptable. The U.S. Fish and Wildlife Service has a requirement for the removing the current NORSTAR phone system (7 desk phones and all associated circuitry/switching/panels). Install jack and line in front office East wall to accommodate phone and ethernet (currently lacking) for a new work station at that location. Connect new line and jack to appropriate connections in utility room and confirm functionality of voice and ethernet at the new location. Supply and install a phone system configured to operate on three plain old telephone service (POTS) analog circuits. The system will have VOIP-capable desk telephones equipped to utilize from 3-10 extensions and voicemail; including 9 desk telephones and one conference phone. Telephone switch and desk telephones will be VOIP capable for compatibility with broadband voice circuits if a change to VOIP service is desired in the future. Install 9 phones and one conference telephone, as directed by office POC. Install all switches, patch panel, cross connects, voicemail modules, and components necessary in utility area. Connect system to 3 existing POTS lines. Test and assure functionality of the overall phone system and all individual desk telephones and the conference phone. Provide a system user training meeting from vendor (or vendor ¿s representative) at a negotiated time to capture the most available staff. Vendor shall provide system administration training to selected staff to accomplish simple administrative tasks such as adds/moves/deletions. Vendor to set-up voice mail accounts, speed dials, and directories with user provided data. Vendor to label all customizable buttons (e.g. phone numbers, staff names, speed dial names, directory numbers, etc.) as directed by office POC. All Labor and materials. Installation: One (1) Phone System (includes: nine (9) desk phones (defined below) and one (1) Conference telephone); one (1) phone switch capable of 30 to 60 users; one (1) phone ¿ 4 programmable feature buttons for break room; seven (7) phones ¿ 12 programmable feature buttons for offices; one (1) phone for AO (Phone Administrator) Office. AC Power Supply cords (if not included with phones); nine (9) 7ft Patch Cords; Caller ID functionality; any and all required System Software; 4-year Manufacturer extended Hardware Maintenance and Software Upgrades; 4-year Manufacturer Extended Warranty; Print copies of owner/Operators/Instruction manuals to be furnished.
