- N68908-16-T-0087 Abacus Training Solicitation N68908-16-T-0087 is for Abacus Training. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. The applicable NAICS code is 524292. Size Standard is $32,500,000. For the calculations of annual receipts and number of employees, see parts 121.104 and 121.106 in SBA Small Business Size Regulation, http://sba.gov/regulations/121/. This acquisition is for the procurement of Abacus Training for Third Party Collection Systems that includes 11 CLINS. Each CLIN represents a Military Treatment Facility (MTF). The performance period is from the date of award and shall end one year later. Place of Contract performance is (See Performance Work Statement Section 3 "Services Summary") This solicitation is issued pursuant to FAR Part 12, Acquisition of Commercial Items and FAR Part 13.5 Simplified Procedures For Certain Commercial Items. Navy Medicine East Regional Acquisition intends to award a fixed price contract resulting from this solicitation. Work shall commence once an award has been made. The Government shall award a contract resulting from this solicitation to a responsive, responsible contractor whose written quote is considered most advantageous to the Government, both in price and other factors considered. The following factors shall be used to evaluate offers proposals and are in descending order of importance: 1) Technical Approach 2) Past Performance and, 2) Price. Factors 1-2 will be applied to determine the best value to the Government. Technical Approach and Past Performance are significantly more important than price. All correspondence concerning this acquisition shall reference Request for Quotes (RFQ) Number N68908-16-T-0087. The closing date for this solicitation is on 31 May 2016; 1:30 P.M. EST. Mailed quotes will not be accepted. E-mailed quotes will be accepted. E-mailed quotes may be sent to Chas Hartley at charles.f.hartley.civ@mail.mil with a copy to Richard Palfreyman at richard.l.palfreyman.civ@mail.mil. Faxed quotes will not be accepted. All contractors are responsible for verifying the receipt of their quote. The anticipated award date is June 1, 2016. This requirement is 100% set-aside for small businesses. QUESTIONS: The last day to ask questions regarding this solicitation is May 24, 2016. After this date further requests may not be accepted due to time constraints. Interested parties must be registered in the System for Award Management (SAM) as prescribed in FAR Clause 52.232-33. SAM can be obtained by accessing the Internet at https://www.sam.gov. All parties are encouraged to continually monitor the FedBizOpps.com website for any amendments to the solicitation.
