- Description
- This is an official notification that the Range Operations Contract (ROC) II solicitation, NNG15470444R, is cancelled. Several factors have led to the determination that it is in the best interest of the Government and competitive acquisition process to cancel the current ROC II solicitation, and re-solicit proposals from industry with a new Request for Proposal (RFP): 1)Upon further scrutiny of the Core requirements of the ROC II Statement of Work and the Mission Model concept on which it is based, as well as the Offerors' proposals in response to that construct, it has become apparent that there is a high degree of uncertainty in the requirements that make it extremely difficult to estimate and evaluate the costs of the Core requirements on an equitable basis. This poses major concerns not only with ensuring a level playing field for all offerors during the competition, but also concerns during contract administration, given the dynamic nature of the requirements and the limited ability to adjust to these changing requirements under a Core construct. For this reason, the Government has determined that a change in the contract structure is necessary to ensure a fair competition and to mitigate challenges in contract administration. These changes in contract structure can only be accomplished via the issuance of a new solicitation. 2)During the process of evaluating the current proposals, it has become apparent that Offerors made different assumptions about the requirements which were used in proposal development. These differing assumptions are the result of solicitation requirements that were not clear, and require substantial revisions in order to establish a common basis for proposals, which is essential for a fair competition. 3)Lastly, various omissions and outdated requirements have been identified which the Government believes will require revisions to the SOW,. These SOW revisions will be incorporated into the new solicitation requirements. Offerors are encouraged to monitor FedBizOpps for updates related to the ROC II follow-on acquisition. The Government will provide additional information regarding the schedule and the draft requirements for the new solicitation in the near future.
