- Justification For Full And Open Competition. THIS IS A NOTICE OF INTENT The Broadcasting Board of Governors (BBG), Office of Contracts (CON) located at the 330 Independence Avenue, S.W., Washington, D.C., 20237, intends to negotiate and award a sole source non-competitive contract to Crystal Computer Corporation (Crystal), 4465 Commerce Drive, Buford, GA 30518-3465 to provide support, maintenance and monitoring services of Crystal Monitor and Control Network (M&C). Through market research, BBG has determined that Crystal is the only source that can reasonable meet the BBG's requirement because the vendor installed network management software system that contains unique information which produced under proprietary data and not available from any other source. See the attached Justification for Other Than Full and Open Competition for details. The BBG plans to make an award using FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. This firm-fixed price award will include a base period with four (4) additional one (1) year option periods that may be exercised at the Government's discretion subject to the availability of funding. The statutory authority permitting other than full and open completion that is applicable to this procurement is 41 U.S.C. 253(c)(1), which is implemented at FAR Subpart 6.302-1 as follows: "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above. Interested firms must state how they would fulfill the requirement above and include appropriate documentation describing the number of years they have been providing such services. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Seneca Belinfontie, Contract Specialist, by Saturday, June 25, 2016 at 2:00 p.m., eastern daylight saving time via email at sbelinfo@voanews.com. ALL ATTACHMENTS MUST BE SENT IN "PDF FORMAT" AND INCLUDE THE SOLICITATION NUMBER IN THE SUBJECT LINE. PLEASE NOTE THAT THE TOTAL SIZE OF ALL ATTACHMENTS MUST NOT EXCEED 23MB. Telephone or faxed responses are NOT acceptable and will NOT be considered. Any questions regarding this Notice of Intent shall be in writing and submitted to Seneca Belinfontie, Contract Specialist via e-mail to sbelinfo@voanews.com and must include the solicitation number. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This Public Notice is not a RFP, IFB, or RFQ.
