Data Item Description Contract Data Requirements List Performance Work Statement Solicitation FA8119-16-R-0031 Synopsis The United States Air Force through Air Force Support Center (AFSC) at Oklahoma City Air Logistics Complex (OC-ALC) is intending to procure line items cited below for a FFP type contract. This is anticipated to be a sole-source Service/Repair effort. 1. Estimated issue date and estimated closing/response date: Issue Date is 26 MAY 2016, and Close date is 27 JUN 2016. 2. RFP# - FA8119-16-R-0031 3. PR# - FD2030-16-30181 4. Nomenclature/Noun - Microscope, Scanning (JEMM/JEMMExtreme) 5. NSN - 6650-01-515-8231 6. PN - 08397 7. Application (Engine or Aircraft) - F-16 Aircraft 8. AMC - 3R-Acquire, for the second or subsequent time, directly from the actual manufacturer. The Government does not own the data or the rights to the data needed to purchase this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. Description: Scanning microscope 28 inches long X 28 inches wide X 71 inches high, and weighing 900 lbs. Scanning electron microscope provides analysis of debris from magnetic chip detector and indicates whether maintenance is required based on the size, amount and material characteristic of the debris. Item material consists of various metals and plastic parts. Firm Fixed Price, Requirements-Type Contract is contemplated. L/I 0001 - Repair/Maintenance of JEMM/JEMMExtreme Systems, BEQ: 216 L/I 0002 - Networking of JEMM/JEMMExtreme Systems, BEQ: 4 L/I 0003 - Upgrade of JEMM/JEMMExtreme Systems, BEQ: 8 L/I 0004 - Over and Above Maintenance/Repair of JEMM/JEMMExtreme Systems, 1 LOT L/I 0005 - CDRL - Monthly Status Report, 12 each Required Delivery (Period of Performance) - 01 Jul 2016 - 30 Jun 2021, in accordance with contract. 11. Mandatory Language: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the Ombudsman at 405-736-3273. DO NOT CALL THIS NUMBER FOR SOLICITATION REQUESTS. SOLE SOURCE NOTE: The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. However, all proposals received within forty five-days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
