SOLICITATION NUMBER: NB184000-16-03178 RESPONSE DATE: June 9, 2016 at 8:00 AM Eastern Time DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6- STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87. The purpose and objective of this procurement is to acquire the Liner Tape -open cartridges The Infrastructure Services Division (ISD) of the Office of Information Systems Management (OISM) at NIST provides the enterprise network backup and recovery service to NIST programs and end users. LTO tape cartridges are used to store the backup of user data on NIST campus and off the campus for the Disaster Recovery. Use of the statutory authority 41 USC 3304(a)(1) requires that the supplies or services required by the agency must be of a particular brand name. This is a procurement for the Liner Tape-open Ultrium TM Generation 5 (LTO5) tape cartridges for a quantity of 1000. The Office of Information System Management (OISM) of the National Institute of Standards and Technology (NIST) provides the enterprise network backup and recovery service to the NIST-wide programs and end users. LTO tape cartridges are used to store the backup of user data on NIST campus and off the campus for the Disaster Recovery. The NIST tape inventory is low due to onboarding a new backup system. LTO5 Tapes are needed because they are compatible with NIST owned LTO 5 drives. The use of these tapes are critical to the TSM TKLI5 Library, disaster recovery services for essential financial systems, and Enterprise Backup services for the NIST community. Without additional capacity, NIST programs will be unable to backup and recover files, and the Enterprise Backup Service team cannot maintain current and future growth. The ISD needs to purchase these specific LTO 5 tapes to support LTO 5 drives and maintain capacity. Unreliable tapes could result in corruption of data and loss of productivity. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 Information Technology Value Added Resellers. The small business size standard is 150 employees. This acquisition is 100% set aside for small businesses under the applicable small business size standard. NIST anticipates the award of a single, firm-fixed price purchase order. All offerors shall provide a firm-fixed price quotation in accordance with the Instructions to Offerors for the line items detailed in the section titled "Required CLIN Structure." 1352.215-73 INQUIRIES (APR 2010): Offerors must submit all questions concerning this solicitation in writing electronically to sajurnia.harris@nist.gov. Questions must be received no later than 3 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision). Refusal to register shall forfeit award. Addendum to FAR 52.212-1 Instructions to Offerors- Commercial Items All quotations must be submitted electronically so that they are received at sajurniaharris@nist.gov no later than June 9, 2016 at 8:00 AM Eastern. Facsimile quotations will NOT be accepted. All offerors shall submit their quotations on letterhead paper to the email address stated above by the date and time specified above. All quotations shall contain, at a minimum, the information detailed below for each respective volume. If a quotation is missing any of the elements listed below, the quotation may be deemed unacceptable and may not be evaluated further: 1) Price Volume: The price volume shall address the following: Administrative Information: The Administrative Information section of the price quotation shall contain the following: (1)The solicitation number; (2)The name, address, and telephone number of the offeror; (3)A total firm-fixed price for each CLIN in accordance with this solicitation; (4)Any applicable discount terms; (5)A statement that the Offeror agrees to all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (6)A statement that the quotation is valid for a minimum of 30 days from the response deadline of this solicitation. Pricing Information: The Offeror shall propose a total firm-fixed-price for each line item detailed in the REQUIRED CLIN STRUCTURE section. The Offeror may also provide supporting documentation such as calculations, price lists, product literature, or any other applicable supporting documentation. 2) Technical Volume: The technical quotation shall clearly demonstrate compliance with the support/maintenance described in the REQUIRED CLIN STRUCTURE. The quotation must clearly demonstrate compliance with the required Part Numbers, Quantity, Product Descriptions, and Period of Performance. All required specifications must clearly be met. EVALUATION FACTORS FOR AWARD: This requirement will be awarded to the offeror who presents a technically acceptable offer at the lowest price. A quotation will only be considered technically acceptable if it clearly demonstrates compliance with the items in the Required CLIN Structure, provides a firm fixed price for each CLIN as a whole, and is an authorized reseller of the required services. Award may be made by the Contracting Officer without discussions. END SH
