Description
Replacement of Wasteways 1 and 2 within the Ysleta to Fabens Levee Reach, El Paso County, Texas General Description of the Work - The work for this project generally consists of removal and replacement of two drainage structures crossing the Rio Grande Levee, reconstruction of adjacent levee sections amounting to a total of 1,250 linear feet (LF), removal and reinstallation of border fence, and reconstruction of four (4) ramps. The project is situated within the levee reach between the Ysleta and Fabens International Ports of Entry in El Paso County, Texas. The work is localized at Wasteways 1 and 2, which are respectively located in Socorro and San Elizario, Texas. Major Construction Tasks -(1) Preparation of right of way (clearing and grubbing); (2) excavation, backfilling, and grading of embankment material; (3) Improvement of existing top of levee to include installation of flexible base; (4) Erosion control; (5) Removal and reinstallation of Department of Homeland Security's border fence; (6) Demolition and reconstruction of two wasteway structures (eight box culverts); (7) Placement and establishment of vegetation for erosion control on the side slopes of the levee (seeding); (8) Installation of slide gates and hardware on structures ; and (9) Installation of temporary chain link fence. Note: There will be a site visit (TBD) at the USIBWC Headquarters Office, 4171 N. Mesa, Suite C-100, El Paso Texas 79902. The proposed work shall be limited by constraints on when construction can occur on the wasteways and constraints on the removal and replacement of border fence. Constraints include working during the non-irrigation season and outside of the migratory bird nesting season, which extends from October 1 to February 28. Due to current hydrologic drought conditions in the Rio Grande Basin, the non-irrigation season may be extended beyond February 28. However, any work between March 1 and September 30 will require additional precautionary activities for compliance with the Federal Migratory Bird Treaty Act. Only work that does not impact on the irrigation system's ability to convey water through the wasteways (i.e. staging, construction/restoration of berms, fences, grounds, vegetation, etc.) may continue into the irrigation season. Proposed construction will affect infrastructure owned by the El Paso County Water Improvement District No. 1 and Department of Homeland Security. Solicitation, plans and specifications are expected to be posted on or about June 10, 2016 (this is a target date which may slip or change; if the solification is not posted on Federal Business Opportunities by June 10, 2016 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days. This is a Presolicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a bid which will be considered by the agency. This is not an invitation for bid. Please do not submit a bid in response to this Presolicitation Notice.
