Description
The purpose of Amendment 0001 is to extend the closing date for accepting responses to the RFQ to May 26, 2016 at 1:00 PM, Eastern. All other terms and provisions remain unchanged. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-SSSA-CSS-2016-371 and the solicitation is issued as a Request for Quotation (RFQ) as full and open competition with no set-aside restrictions. A fixed price contract type is contemplated for this requirement. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is NOT expected to exceed the simplified acquisition threshold of $150,000. A fixed-price type of contract is contemplated for this requirement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-88_5-16-16 as of: May 18, 2016. The North American Industry Classification System (NAICS) code for this procurement is 721110 Hotels (except Casino Hotels) and Motels with associated business size standard of $32,500,000. Background: The National Institute of Aging (NIA), one of the 27 Institutes and Centers of the National Institutes of Health, leads a broad scientific effort to understand the nature of aging and to extend the healthy, active years of life. The Butler-Williams Scholars Program is an important training investment in the NIH/NIA outreach, enhancing the pipeline of future aging researchers. The Program was held on the NIH Bethesda campus last year with a total of 50 attendees. The Program is in its 30th year and many of the past participants continue to enhance their research as a direct result of attending the NIH funded program. The purpose of this annual program is to provide a weeklong training outreach to future aging and health disparities researchers. Scope of work: Independently and not as an agent of the Government, the contractor shall furnish all the necessary services, qualified personnel, materials, equipment, and facilities, not otherwise provided by the Government as needed to perform this requirement. Specifically, the Contractor shall provide hotel room accommodations for up to 55 participants and faculty at the Government rate for 5 nights, arriving and check-in on Sunday, July 24, 2016 and departure, check-out on July 29, 2016. The hotel venue must meet the following specifications: 1. Be within 1.5 miles or less form the NIH Bethesda Maryland Rockville Pike Campus 2. Be within walking distance or by complementary shuttle service to a Washington Metropolitan Area Transit Authority Subway Station, stopping at the Medical Center Station on the NIH Campus 3. Must be convenient to Bethesda Restaurants 4. Have Kitchenette Accesibility 5. Offer Free Breakfast 6. Have Free Wi-Fi accessibility 7. Offer Complementary Shuttle Service to and from any of the three Washington Metropolitan Area Airports 8. Offer Complementary Shuttle Service to and from the NIH Bethesda Maryland Rockville Pike Campus 9. Have knowledgeable, attentive hotel sales representatives Requirements and Other Considerations: 1. The exact number of attendees will not finalize until June 2016 2. It is anticipated that 45 attendees are staying consecutively over 5 nights and 10-12 attendees staying intermittently over the 5 nights. Government's responsibilities: The government will provide the specific number of hotel rooms needed as described in this solicitation no later than 30 days prior to the needed check-in date during each performance period of any resulting contract. Contracting Officer's Representative: The Contracting Officer's Representative (COR) will represent the Government for the purpose of this contract and will be specified at time of award. The COR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the statement of work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance. The Government may unilaterally change its COR designation at any time throughout the performance period of this contract. The COR will be determined at time of award. Anticipated period of performance: The period of performance of any resulting contract will be effective on or around the date of award June 1, 2016 through May 31, 2017. Hotel rooms for the subject lodging accommodations during the base year will be requested from July 25, 2016 through July 29, 2016. The resulting contract will contain three (3) option year periods of performance effective the subsequent year. Hotel rooms will be required on or around the end of July in each optional period of performance. The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. This section is an addendum to the FAR clause 52.212-2, Evaluation--Commercial Items applicable to this solicitation. INSTRUCTIONS TO OFFERORS / EVALUATION CRITERIA Responses received to this RFQ will be evaluated on the basis of Lowest Price Technically Acceptable (LPTA). Offeror's submitting a response must provide the unit room cost for the base year period of performance to be evaluated and considered for award. Responses to this solicitation must include clear and convincing evidence of the Offeror's capability of fulfilling the requirement as it relates to the essential government requirements stated in this solicitation. Under the lowest-price technically acceptable (LPTA) process, Offerors' will be determined to be "technically acceptable" or "technically unacceptable" based on an evaluation of responses against the following factors to determine if, as submitted, the proposal is technically acceptable. (1) Technical Approach: Offerors shall clearly indicate possessing the infrastructure or ability to obtain the infrastructure necessary to complete this requirement. Offerors submitting a response with documented evidence of possessing the technical knowledge, qualifications, capability, management structure and experience needed in successfully performing this requirement will be determined to be technically acceptable. The provision at FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. The provision at FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The provision of FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The provision of FAR clause 52.216-5, PRICE REDETERMINATION-PROSPECTIVE (OCT 1997), is included by reference and shall be applicable to any contract resulting from this solicitation. The provision at FAR Clause 52.217-9, Option to Extend the Term of the Contract (Mar 2000), is applicable to this acquisition. There are no additional contract requirement(s) or terms and conditions applicable to this acquisition. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." All responses must be received no later than May 25, 2016, 4:00 PM, Eastern Time, as specified in this announcement. The total number of pages, (combination of technical approach, past performance, and price quote) shall not exceed 25 pages in length, including appendices and any technical features. Pages submitted in excess of this 25-page limit will not be considered in evaluation of responses to this RFQ. A cover page may be submitted that does not count toward the 25 page limit. The Contractor shall submit its quote electronically in a "read only" format with a font size of 11 or 12 point and font type of Arial or Times New Romans. Margins must be 1-inch wide (top, bottom, left, and right). Late responses will not be accepted. All responses must reference solicitation number HHS-NIH-NIDA-SSSA-CSS-2016-371.
