- ORDER SELECTION DECISION DOCUMENT 1. This order selection decision document covers the acquisition of (8 Stryker product items of various quantities) AO small drills, universal drivers, reamer attachments, REMB electric wire-drivers and sagittal saws, sagittal saw attachments, cordless driver 4s and ¼ inch Jacobs drill chucks. Only Stryker manufactured part numbers were acceptable since items are interchangeable with Keller Army Community Hospital's current equipment stock. Delivery is to USA MEDDAC West Point, West Point, NY. Delivery lead time is 15 days. ECAT cart number for this action is 02192016-1123581792661/ requisition numbers are W801KG605-04307, -04310, -04305, -04301, -04300, -04298, -04293 and -04303. 2. In accordance with the guidance as outlined in FAR Part 8 and DFARS 208.405-70 which specifies competition rules for orders valued above the Simplified Acquisition Threshold, the above requirement was solicited via an RFQ to two current vendors in the ECAT Equipment Program. 3. The requirement was sent to Stryker authorized ECAT equipment vendors currently holding Stryker supplies on an ECAT equipment contracts May 16, 2016, with the date and time set for receipt of quotes of May 17, 2016, 3 p.m. EST. Both ECAT vendors responded by the time specified. 4. The items were selected by the Keller Army Community Hospital medical departments and operating staffs for use in various clinical and surgical departments. Purchase is a logical follow-on of previous Stryker purchases and items are interchangeable with equipment currently used for surgical purposes. Evaluations were conducted and the Stryker products were cost efficient, interchangeable with current tools used and more ergonomic. 5. An award to Beacon Point Associates, ECAT contract SPE2DE15D0012, is in the best interest of the Government. 6. The low bid (Beacon Point Associates) on this requisition is offering the exact end item specified in the RFQ and based on the manufacturer part numbers. The Medical ECAT Division independently contacted the manufacturer Stryker to verify delivery information. Manufacturer has all items except two: part numbers 6400-099-000 and 6400-034-000 which are on the manufacturers' backorder list. These items have no clear release date. Based on this informational fact, no vendor will have immediate stock access to these backordered items. BPA met the required delivery of 15 days for all available items. The vendor has also met the performance requirements of their current ECAT contract. 7. Price reasonableness was determined based on the current vendor ECAT pricing, the best and final RFQ over SAT pricing submitted on this competitive buy, and the competition between two responsible ECAT contract vendors.
