Description
Notice of Intent. The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with the Dynamic Signals LLC, located in Lockport, IL to purchase a data acquisition card with the following configuration: EON Express CSE123G2 with options ENE-181-001, STR-181-000, 250-181-001, and 250-181-004 for laboratory use. Sole Source justification is based on the following: NIST has designed a highly sensitive instrument for ultra-trace gas detection in the mid and near-infrared ranges. Recently, cavity-enhanced absorption spectroscopy using the dual-comb method of broadband detection has been performed on a variety gas-phase samples relevant to current NIST greenhouse gas and remote sensing initiatives. The phase modulator based dual-comb technique developed at NIST requires advanced data acquisition hardware and software to match the inherently high-throughput capabilities of dual-comb spectroscopy. NIST therefore requires a data acquisition card that can be integrated with already NIST developed custom software and provide truly real-time data acquisition over a broad radiofrequency bandwidth. NIST is aware of no instruments other than those produced by Dynamic Signals which would be compatible with NIST's equipment. This is due to the fact that NIST's software was custom developed by NIST to interface with the Dynamic Signal's product. The resulting purchase order will be a Firm Fixed Price purchase order. NAICS code for this procurement will be 334418 - Loaded computer boards manufacturing with a small business size standard of 750 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 12:00EST June 3rd, 2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
