Description
THe Naval Medical Research Unit 6 (NAMRU-6) is seeking sources to contract the Services of Dr. Claudio Lanata as a Senior Science Advisor. Dr Lanata is a Senior Researcher at the Nutritional Research Institute in Lima, Peru, which he joined in 1983, after returning from his post-graduate training in the United States of America (USA). In 1977 he obtained his MD from the Peruvian University Cayetano Heredia. He then went to the USA to do post-graduate training in Internal Medicine at St. Vincent's Medical Centre (Bridgeport, CT; 1997-1980), which was followed by a fellowship on infectious diseases at the Department of Medicine of the University of Maryland (Baltimore, MD, between 1980 and 1982). In 1982, he became a Research Fellow in Geographical Medicine at the School of Medicine of the Johns Hopkins University, and in 1983 he obtained a Master Degree in Public Health from the School of Hygiene and Public Health of the Johns Hopkins University. He is in the process of obtaining his Dr.M degree at the Peruvian University Cayetano Heredia. On his return to Peru, he has led extensive research in the fields of child health and nutrition, mainly on diarrheal and respiratory diseases, micronutrients and vaccine development. More recently he has been involved in a large quality assurance program that was able to improve the quality of care of maternal and perinatal health in 2500 health facilities covering half of Peru territory, with a significant reduction on maternal mortality in the areas intervened, and was responsible to start a follow-up study involving a cohort of 2000 children and their families representing Peru during 16 years, to study the relationship of poverty, health, education and policy issues in this area. He is currently an adviser to the Peruvian Minister of Health on research, health systems and nutrition programs in Peru. His work has resulted in one book, 22 chapters, 36 abstracts and more than 80 journal publications, most of them in major international journals. He reviews articles and writes commentaries in Lancet and other major public health journals. For many years, he has been an active collaborator with WHO and PAHO, where he has participated and continues to be part of several expert committees on diarrheal diseases and vaccine development. He has done several international consultancies for several research projects. Between 2001 and 2006 he was a member of the Board of Trustees of the International Center for Diarrheal Disease Research, Bangladesh, today known as Centre for Health and Population Research. He is a member of the Child Health Epidemiology Reference Group (CHERG) as well as the Foodborne Epidemiology Reference Group (FERG) of WHO, where he is conducting systematic reviews of the literature on diarrhea epidemiology and its impact on the burden of childhood diseases in the world and WHO regions. He is an Associate of the Department of International Health of the Johns Hopkins University Bloomberg's School of Public Health and Clinical Assistance Professor of the Department of Medicine in the University of Maryland. Likewise, he is Honorary Professor of the London School of Hygiene and Tropical Medicine and a founder member of the Child Health and Nutrition Research Initiative Foundation in Switzerland and the Peruvian University of Applied Sciences' new School of Medicine. Dr. Lanata has been Science Advisor at NAMRU-6 for the last 05 years and therefore not only has the historical development that ensures the proper know-how and experience to strengthen and develop NAMRU-6 mission for the following years as a Senior Science Advisor, but also has built a strong liaison factor with important R&D institutions in Peru and Latin America, as mentioned above; despite the complex political changes that involves this region. There is no other scientist in Peru or Latin America with his credentials and specifically so close to NAMRU-6 objectives. The Contract will have a Period of Performance of 12 months. If capable sources are not identified through this notice, then NAMRU-6 intends to award a sole source contract under the authority of FAR 13.106-1(b)(i) to Gotuzzo Asociados SAC (GASAC) for the requirement of the collaborative effort with NAMRU-6. Gotuzzo Asociados S.A.C. (GASAC) is a Peruvian contract research organization specialized in management of clinical trials which operates since January 2004. GASAC is part of the Latin American Research Association (LARA) with sites in Argentina, Chile, Colombia, Ecuador and Mexico. They have a wide database of investigational sites and highly qualified personnel, ensuring in each study or project the highest level of efficiency. Among the available personnel proposals, GASAC has offered its experience, expertise and exclusive liaison to contract Dr. Claudio Lanata, who has been NAMRU-6 Science Advisor for the last 05 years and can be engaged to fulfill the position of NAMRU-6 Senior Science Advisor. This pre-solicitation is not a request for competitive proposals and no solicitation documents exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information in sufficient detail and with convincing evidence that clearly demonstrates the capabiltiy to cover the required position at NAMRU-6. Capabiltiy statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only asks questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or tu proceed with a sole source contract.
