Description
FBO attachment General Services Administration (GSA) seeks to lease the following space: State: Texas City: Big Spring Delineated Area: North: I-20 Frontage Road East: I-20 Frontage Road to East Marcy Drive South: I-20 intersecting with State Hwy 80 to West Marcy Drive, East Marcy Drive, to I-20 West: I-20, intersecting with state Highway 80 (see delineated area map below) Minimum Sq. Ft. (ABOA): 2,953 Maximum Sq. Ft. (ABOA): 2,953 Space Type: Office Parking Spaces (Total): 12 Parking Spaces (Surface): 12 Parking Spaces (Structured): 0 Parking Spaces (Reserved): 0 Full Term: 15 Years Firm Term: 10 years Option Term: n/a Additional Requirements: The Space shall be located in a modern quality Building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer. If not a new Building, the Space offered shall be in a Building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the Space with modern conveniences. Location • The proposed property shall not be in the line of sight of an establishment that sells or serves alcohol. • Locations must be as convenient to the visiting public as possible. Space must be visible and accessible from a public street. Primary consideration in selecting boundaries will be accessibility by public and private transportation for the greatest number of people in the service area. • Space must be located in a prime commercial office district or retail location. • Space shall not be adjacent to residential areas, railroad tracks, busy intersections, or where there are tenants related to drug treatment or detention facilities. • Sites which are located directly on a highway or 6-lane thoroughfare shall not be considered in the following instances: (1) if the two directions of traffic are separated by a physical barrier or traffic indicator which does not permit access from either direction within a block; (2) if the location access is directly from a highway, unless there is a traffic control device within two blocks or equivalent from the proposed office space. • Space will not be considered where apartment space or other living quarters are located within the building. Configuration • The proposed property shall have unrestrictive access to a minimum of two remote exits. • Office space must be contiguous, located on one level without being split by a public corridor, and located on the ground floor. • Space configuration shall be conducive to an efficient layout. Consideration for an efficient layout will include, but not be limited to, the following: size and location of interior fire (support) walls, size and number of columns, column placement, bay depths, window size and placement, convector size and placement, electrical and telephone accessibility, any angles, curves or offsets that will result in an efficient use of space. • Columns must be at least 20 feet apart (center to center) and 20 feet from any interior wall and be no more than one foot square. • The following space configurations will not be considered: space with atriums or other areas interrupting contiguous space; extremely long or narrow runs of space; space with a depth greater than or equal to twice the width; irregularly shaped space configurations or other unusual building features adversely affecting usage. • Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. • A fully serviced lease is required. • Offered space shall not be in the 100 or 500 year flood plain. Expression of Interest Submission Instructions/Requirements: Please provide the following basic information and descriptions pertaining to the building you propose for consideration. All submissions should include the following information: (1) Name of owner; (2) Age of building; (3) Total existing gross square feet, and gross square feet per floor; (4) Site plan depicting the building and parking; (5) Floor plan and gross square footage of proposed space; (6) Identification of on-site parking; (7) Address or described location of building; (8) Location on map demonstrating the building lies within the delineated area; (9) FEMA map evidencing that the property lies outside the 100-year floodplain; (10) A narrative and map describing proximity of the building to the nearest bus and/or train stop, and major transportation routes; (11) Evidence of ownership, if building submitted by owner. Non-Owners (e.g. brokers) must provide evidence of authority granted by property owner to submit the property; and (12) Any information related to title issues, easements, or restrictions on the use of the building.
