- Request for Information (RFI) for Department of State PURPOSE: This Request for Information (RFI) is issued as market research to determine the capability of HUBZone ONLY contractors support the Department of State's (DOS) domestic telecommunications requirements, which includes telecommunications services at all locations supported by the Telecommunications, Wireless, and Data Division (TWD). The Government does not intend to award a contract on the basis of this RFI or reimburse any costs associated with the preparation of responses. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked "Proprietary" will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI will assist DOS in determining the potential level of interest, competition adequacy, and technical capabilities of HUBZone contractors to provide the required products and services. The Government does not guarantee any action beyond this RFI. BACKGROUND: TWD currently receives approximately 900 work orders for installations, removals and changes each month (each port location is counted as a work order and individual service requests will contain from one to hundreds of port changes). Not all work orders require cabling or other services noted in this RFI. All changes in service involving installations, relocations, disconnections, moves, changes, such as station installations, removals, rearrangements or feature changes and system administration are accomplished under work orders prepared and processed by other contractors. Based on requirements listed on specific work orders, the primary work activities for the contractor will be the installation and service of telecommunication cable infrastructure and the procurement of equipment and supplies. The contractor will be responsible for the procurement of all materials used by TWD and shall work with other contractor staff and Government Full-time Employees (FTE) as an integrated team that performs its required activities as part of a unified workflow used to respond to customers' requests for telecommunications services. As such, the contractor for this procurement must accept, coordinate, and process any equipment or materials procurement requirements under these work orders in a timely and expeditious manner, even if the materials will be installed or used by other contractors or Government staff. REQUIREMENTS: The Government requires the Contractor to perform its assigned duties in support all of TWD's (domestic) telecommunications services to all TWD's customers. The scope of this potential contract will include installation of equipment (e.g., UPS, Wi-Fi and power conditioning equipment telecommunications racks and cabinets); cabling and conduit design, installation, and testing of cable infrastructure; warranty and maintenance support for network infrastructure; program and project management; key personnel support; management of cleared warehouse space; procurement support; and business and financial administration. High-Level Requirements: Please note that the Government is aware that these are high-level requirements and subject to change. The RFP, if issued, will include more detailed requirements. 1. Procurement Support TWD needs to change the current business process for procuring telecommunications equipment and supplies. This contract is in support of an effort that seeks to: a. Reduce the price DOS pays for voice and data telecommunications and networking equipment, maintenance, and ancillary supplies b. Establish credible and ongoing relationships with select reseller(s) to improve customer service and general operational efficiencies c. Minimize risk by ensuring reseller(s) have effective supply chain risk management systems d. Streamline the nature in which equipment is currently purchased and maintained e. Enable future technological, process, and acquisition efficiencies f. The contract will require the selected contractor(s) to process any equipment requirements for these work orders in a timely and expeditious manner. The contractor will review the Bill of Materials (BOM)/Order to validate correctness of line items, configuration, and component compatibility with other BOM items and the DOS network. The contractor's procurement specialists will need to be familiar with Telecommunications and IT equipment so that they can bring any discrepancies to the attention of DOS for resolution The Government expects to spend between $30 and $40 million for products and ancillary supplies each contract year and expects to make multiple purchases every month. To support, this high volume of activity, the contractor shall have a fully functional electronic commerce/provisioning system in place (or provide specific plans to implement the system during the first quarter of Fiscal Year 2017) to support online purchase requests, requests for quotes, and visibility and reporting for all purchases specific to this contract. The system shall allow the government to check the status of any order and obtain ad hoc reports. If available, the contractor may be required to demonstrate its fully functioning (or prototype) electronic commerce/provisioning system as part of its Technical/Management proposal. 1. The following are requirements for Procurement Support: a. The contractor shall meet defined service levels for example: quoting/pricing (6-business days), 30 day minimum price guarantee, and processing purchase orders (5-business days). The contractor shall work with DOS to provide the equipment and supplies to support all maintenance, ad hoc project, and technology/equipment refresh project schedules. b. The contractor shall coordinate with DOS points-of-contact to track shipments, escalate /resolve issues; expedite deliveries and return items if required. Procurement procedures shall provide the best prices possible from vendors while addressing the FAR and public laws c. The contractor shall provide compliance-focused procurement support and a full understanding of the FAR and Federal requirements (e.g., the Buy American Act, Trade Agreements Act, Advance Notice and Consent, Section 508). d. The contractor shall provide equipment, systems, and associated products and supplies that comply with DOS specifications to integrate with existing and planned network upgrades that improve the domestic communications infrastructure. e. The Contractor shall have established agreements and provide considerable savings through volume discounts with their industry-leading suppliers. The contractor shall provide discounts better than those offered under their existing Government-wide contract(s). f. The Contractor shall have established processes for expediting orders and deliveries, and established processes for escalations of issues. g. The Contractor shall provide access to a full range of advanced technologies that complement DOS systems, solutions, and technical services, and leverage overall buying power, thereby increasing value to the Government through leveraged costs savings, supplier performance management, overall vendor knowledge, pre-negotiated terms and conditions, and escalation paths. h. For all hardware and software purchases under this task order The Contractor shall provide standard lead times for order and delivery to facilitate the Government's ability to plan and schedule work. i. The Contractor shall provide visibility for DOS to all proposals, quotes, work orders, and task orders that are in process or completed. Visibility shall include estimated delivery status to enable the Government to manage schedules and costs effectively, as well as meet Government reporting requirements. It shall also include the ability for the Government to generate status reports that list all equipment orders in process or completed, sortable by DOS Purchase Order number. At a minimum, the report shall include the Purchase Order number, line item data, and the number of items, total costs, anticipated delivery date, and any comments to include delivery issues. j. The Contractor shall notify TWD FTEs and associated contractors of any problems in tracking procurements and/or deliveries. k. The Contractor shall provide equipment that is registered for direct electrical connection to telecommunications carriers' lines. The contractors shall provide documentation to support FCC registration numbers for each interface type if requested. l. The Contractor shall fulfill orders with new equipment only, unless otherwise directed m. The Contractor shall provide experienced and qualified personnel to perform any required warranty support services (maintenance, troubleshooting, equipment repair and replacement, etc.) upon request, in accordance with best practices and industry standards. n. The Contractor shall deliver all equipment to Government-designated locations for storage and further distribution. o. The contractor shall have established tools and processes to assist with inventory management and identify DOS buying trends to improve buying efficiency and further reduce DOS costs. p. The contractor shall provide all new equipment, unless otherwise directed by the Government. q. The contractor shall provide all the required equipment, any associated software/licenses, and warranty support to support DOS network continuing operations & maintenance. r. The contractor shall provide all equipment, any associated software/licenses, and warranty support for system refresh and the expansion of the existing domestic voice, data, and Wi-Fi infrastructure. s. The contractor shall provide all equipment, parts, supplies, tools, etc. to perform cabling and conduit work at DOS locations, as assigned. t. The contractor shall provide discounts equal to or better than the existing government agreements based on the anticipated high volume of purchases. u. The contractor shall ensure that its Procurement Specialist(s) are familiar with Telecommunications/IT equipment and terminology. 2. Product Specifications: Appendix A describes the specifications for a sample of products DOS will purchase. However, DOS requires the ability to purchase any and all parts and supplies necessary to address all of its telecommunications requirements through the anticipated contract. 3. System Installation, replacements, and upgrades: The contractor shall install telecommunications infrastructure components in new locations and replace and/or upgrade components in existing domestic DOS locations. Installation includes the following activities: 4. Site Surveys and Customer Requirements - The contractor shall review and document customer's requirements and perform a site survey. The survey shall take place at the customer's site. The Government will provide the contractor with access to perform the site survey and, if required, provide an on-site Government representative to work with the contractor to act as a liaison during the survey. The contractor shall gather sufficient information to design cabling infrastructure that meets the site's requirements and the requirements listed the specifications provided by TWD engineers. The contractor shall provide digital pictures, drawings, a Site Survey Report (SSR), and other briefings requested by DOS. The site survey report will define the work required to complete the installation, a Bill of Materials (BOM) required to complete the installation, supporting drawings to identify support issues, structural modification(s), proposed system configuration, cabling and layouts, detailed equipment room layout drawings, a project schedule with appropriate milestones, and other pertinent items. 5. Equipment Installation, Replacement, or Upgrade - The contractor shall furnish all equipment and supplies in the type, quantity, and configuration ordered or provided as GFE, as described in any task order or contract modification. The contractor shall provide all hardware, supplies, ancillary equipment, and tools necessary to install, move, program, test, maintain, and repair all equipment and cabling infrastructure it installs. The contractor shall ground all power supplies and equipment cabinets it installs, in accordance with the manufacturer's recommendations and with all applicable codes. All work shall conform to accepted telephone installation and repair standard practices and the recommended practices of the manufacturers of the equipment and materials used. Installation includes, but is not limited, de-installation of existing equipment, system acceptance, and post-installation documentation. 6. Cable and Conduit Support - The Contractor shall install all DOS telecommunications cabling systems, in accordance with manufacturers' written instructions and recognized industry practices as described below at any of TWD's customer locations in the United States. DOS will task the contractor as required to provide these services: 1. The Contractor shall ensure that systems comply with installation and operational requirements of applicable ANSI/TIA/EIA standards. 2. The Contractor is responsible for optimization of all cabling systems. The approach must ensure guaranteed solutions approved by the Original Equipment Manufacturer (OEM). This includes cable design, consultation, installation, documentation, repair, and upgrades as required by DOS directed projects. 3. The contractor shall provide emergency and urgent responses to incidents and service requests for cable systems, if requested. The Contractor shall design, install, and maintain, both intra- and inter-building cable infrastructures. These cabling systems may include, copper and fiber optic cabling for risers, horizontal cabling plants, and other miscellaneous requirements. Other requirements are, but not limited to, the following: f.1.1. The contractor shall support cables running within the ceiling plenum or telecommunications equipment rooms, or passing through maintenance holes and/or hand-holes in accordance with normal industry practice. f.1.2. The contractor shall furnish and install protector blocks on all inter-building metallic. All cable shields shall be bonded to an approved telecommunications ground in accordance with the cable manufacturer's recommendations. Electrical protection and bonding shall be accomplished as near as possible to point of entry into building. f.1.3. Vertical Intra-building Cables - The Contractor shall install each intra-building riser cable as an uninterrupted conductor section from the Main Distribution Frame (MDF) to each Intermediate Distribution Frame (IDF) as indicated on drawings f.1.4. The contractor shall provide inter-building backbone cables with appropriate connectors, and terminated on the applicable terminating blocks or patch panels, at both MDF and IDF. Inter-building projects include complete restoration of the site. This may require working with the local municipality and utility. f.1.5. The contractor shall place tags shall on both ends of all cables, 6 inches from the connector and/or terminal block. The contractor shall tag cables to show point of origin, destination, and type and quantity of conductors. f.1.6. Horizontal Cables - The Contractor shall install each horizontal cable as an uninterrupted conductor section from the IDF to each outlet as indicated on drawings, unless otherwise directed by the government. Those instances will require compliance with all applicable Electronic Industries Alliance (EIA) and Telecommunications Industry Association (TIA) standards. Minimum requirements are CAT5E Plenum rated cable. The contractor shall not install splices or mechanical couplers between the cable points of origin and termination. f.1.7. Terminating blocks, equipment racks, and patch panels and cable support systems - The Contractor shall furnish and install terminating blocks, equipment racks, patch panels, and cable support systems as indicated on drawings, and in accordance with manufacturer's recommendations. f.1.8. The contractor shall have the ability to support and respond to emergency requests on an on-call basis 24x7x365 7. Warehouse support - The contractor shall provide warehouse space and provide full support of Government owned warehouses in support of the program. Warehouse support requirements include: a. Contractor Furnished Warehouse - The contractor shall furnish a warehouse/facility ("consolidated receiving point", "CRP") within a 50-mile radius of SA-28 (Newington, VA). The facility shall be a classified U.S. Government facility and must have at least a SECRET facility security clearance in the Defense Industrial Security Program (DISP) or meet the criteria established by the Bureau of Diplomatic Security to be approved as a CRP prior to accepting shipments into it. The contractor shall obtain three distinct approvals to achieve clearance for the facility - facility, personnel, and physical security. The Government will include the requirements for facility clearance in any RFP it may issue. The warehouse shall, at a minimum, 12,000 square feet for equipment, spare parts, and supplies. Based on the results of market research, the Government may consider combining the operation of this warehouse with its warehouse at SA-28, Newington, VA described below. b. Government Warehouses - The contractor shall provide warehouse operations support at Government warehouse facilities. Support shall include the personnel, equipment, and processes required to support daily operations of two Government warehouse facilities for TWD. The main warehouse (10,000 square feet) is located at SA - 28, Newington VA. The second location is a remote storage area and is located at SA-01 in Washington DC. The main warehouse facility (SA-28) houses materials that support day-to-day TWD operations. The Government uses the warehouse as a pre-staging area for materials used to support telecommunications projects. The warehouse support team must work with individual project managers in planning the delivery of all materials to support projects at located at TWD's customers' locations. The remote storage area at SA-01 facility serves as a depot for frequently used equipment and critical spare parts associated with the day-to-day operations. The contractor shall staff the SA-28 and SA-01 warehouse locations with a qualified team, who are experienced in warehouse management and logistics. At a minimum, support roles include 1. Supply Chain Manager - provides overall management, develops and implements processes, reviews and adheres to all OSHA standards, and acts as a liaison with projects managers (Note - see key personnel below). 2. Logistics Coordinators - provides operational support, receives and schedules deliveries, tracks inventory levels, creates replenishment orders needed to ensure minimum inventory levels are maintained. 3. Material Handlers/drivers - tracks materials received, delivers materials, confirms delivery arrangements, obtains authorized signatures and submits paperwork to the logistics manager. c. Supply Chain Requirements: 1. The contractor shall provide the necessary resources, such as machinery and vehicles which may include box trucks, cargo vans, forklifts, pallet jacks, order pickers, etc.) to effectively support the daily operations within the warehouse, as well as daily deliveries within the Metro DC area and other CONUS areas. In addition, contractor responsibilities will include the following: 2. Manage and oversee GFE inventory to maintain minimum and maximum inventory levels and perform monthly inventory reviews, monitoring the minimum and maximum inventory levels. 3. Work collectively with project managers, contract partners, and suppliers to develop delivery schedules that ensure that materials are delivered in a timely fashion, so that day to day operations and special project schedules are not interrupted or delayed. 4. Receive, stage, inventory, and process all equipment and material orders. 5. Monitor and arrange daily deliveries from the main warehouse in Newington VA to the SA-01 warehouse and other DOS facilities in the Metro DC area. 6. Use warehouse equipment (forklift, pallet jacks, order picker) to assist in managing the current inventory within the warehouse. Provide licensed drivers, who will use a van and a box truck for deliveries. 7. Follow Government guidance and policies, e.g., Federal Acquisition Regulations (FAR), Foreign Affairs Manual (FAM), Foreign Affairs Handbook (FAH), Clinger Cohen Act, and the Federal Information Security Management Act (FISMA) to meet DOS requirements. 8. Asset Management - The contractor shall leverage the Government's Integrated Logistics Management System (ILMS) or other DOS-designated software applications to track and manage assets throughout their life-cycle (from purchase to disposal). 9. Freight/Shipping - The Government requires the ability to ship and control items within the continental US. 10. The contractor shall provide warranty and maintenance support for all current systems and all new equipment and system purchases as follows: 11. The contractor shall provide a defective parts exchange process that uses a Return Materials Authorization (RMA), advance defective parts exchange, and/or an Original Equipment Manufacturers (OEM) Authorized Service Program or other similar programs, whereby the contractor shall coordinate and expedite the returns of all failed components from suppliers and the receipt of new, replaces, or repaired equipment at TWD's warehouse or other designated locations. 8. Key Personnel Requirements: The contractor shall provide full-time key staff in support of the program. All key positions will require, at a minimum, a Top Secret Clearance. The contractor will propose the mix of labor categories, role descriptions, experience, and required certifications using the CIO-SP3 small business position descriptions to provide a solution that best supports the requirements and objectives of this RFI. The following roles are required. 1. Program Manager (PM) - The PM is responsible for the overall success of the program and ensuring that the contractor delivers products, installs and supports, system and completes all work on time, within budget, and with high quality. The PM represents the contractor in all matters concerning the program. The PM shall establish work schedules, define and allocate task assignments, establish budgets, monitor field installations efforts, evaluate work progress, and interact directly with the DOS program manager(s). 2. Supply Chain Manager (SCM) - The SCM is responsible for shipping, material planning, and materials procurement. The SCM plans and facilitates procurement actions, processes purchase requests, and tracks and expedites purchase orders and receipt of material. The SCM initiates and approves the shipping request/authorization and coordinates arrangements for the shipment of materials to ensure the contractor can meet implementation schedules. The SCM reviews all site survey reports and ensures that appropriate BOM are prepared. The SCM coordinates and processes the resolution of all deficiency reports and invoice problems and acts as an interface, coordinator, and facilitator between Procurement, Engineering, Warehouse, Quality Assurance (QA), and Program Management personnel. 3. Voice And Data Engineer and Technician Support - Qualified staff that are trained and available for the: a. Cabling of day-to-day phone and data installations. b. Response to incidents and repair of telecommunication equipment outside of the Washington Metropolitan Area. Conduct installation equipment and supporting patch panel cable connections to communication switches at all Department of State locations within CONUS plus Alaska, Hawaii and Puerto Rico, except for locations within the Washington Metropolitan Area. Provide limited data/cabling support at DOS locations in Kentucky, New Hampshire, New York, and South Carolina. 4. Senior and mid-level Project Managers - Provide TWD contract staff experienced project management support for all aspects of telecommunication projects including cabling and data projects. Project managers may be responsible for directing project staff, directing and managing project risks, project communications, validating requirements, producing documentation (such as schedules, project charters, risk plans, test plans, implementation plans, etc.), preparing budgets, maintaining schedules, managing costs, coordinating activities with third party service providers, and acquiring supplies and equipment. Example of projects include building renovations, staff relocations to new State Annexes, new construction projects (including the installation of new switches), the introduction of new technologies, the technical refresh of existing equipment and systems, and full replacement of systems. 5. Certified Electrician - Provide a licensed and certified electrician to receive low voltage permits in DC and complete other tasks. 7. Non-key Positions In addition to key positions the contractor shall provide: a. A team of cleared, experienced technical and administrative staff, capable of addressing all of the requirements described in this RFI b. As needed or requested, cleared surge personnel necessary to install, replace, and upgrade systems at TWD's customers' locations such as cable installers, Radio Frequency (RF) engineers, etc. DOS will contract for these labor categories for specific projects and tasks as required. 9. Security Requirements Security requirements include: a. Clearances - Non-Key personnel and all participants in site surveys and subsequent implementation and installations shall have current Secret clearances granted by or recognized by the Defense Security Systems Operations Center Columbus (DSSOCC), formerly known as Defense Industrial Security Clearance Office (DISCO). All clearance information shall be provided to the Bureau of Diplomatic Security, Countermeasures and Information Security Technology Division, Information Security Programs Branch, Industrial Security section (DS/CIS/IST/ISP/IN) by the contractor. The Contractor shall also submit a Visit Authorization Request (VAR). b. Protection of Classified and Sensitive Information - The contractor shall provide for the protection of Classified and Sensitive But Unclassified (SBU) communications commensurate with National Computer Security Center (NCSC)-11 and National Telecommunications and Information Systems Security Publication (NTISSP) No. 1. The contractor shall engineer, acquire, provision, install, operate, administer, and maintain the protection equipment at the facility locations where the contractor has proposed to install applicable protection of equipment and information. RFI RESPONSE INSTRUCTIONS: RFI responses should conform to the format below and provide the following information: 1. Section 1 - Cover Letter. The cover letter shall not exceed 4 pages and include the following: a. Company information - Include company name, point of contact, and contact information (name, address, DUNS number, phone number, email address, and fax number), short description of the company (history, experience in similar telephone systems, etc.), facilities clearance level (if cleared), and identification of any other contract vehicles,) for which the vendor holds an active contract. b. Certifications - Include any certifications the company and/or its key personnel hold including, but not limited to Program/Project Management Professional (PMI), International Organization for Standardization, Capability Maturity Model Integration (CMMI), Cisco Certifications, Microsoft Certifications, Avaya Certifications, Cabling Certifications, Partner levels (Platinum, Gold), etc. c. Current security clearance level (if any). d. Teaming is encouraged to ensure an effective solution. Please provide similar information for any potential team members. 2. Section 2 -Capability Statement. The purpose of this section is to provide information that will assist DOS in determining the best approach for acquiring the required products and services. Your response should address how you would provide products, support services, and key personnel to meet the Government's requirements. Please include address each functional area within this RFI and include a description of your current on planned provisioning system in this section. 3. Section 3 - Past Performance - Please briefly describe no less than one and no more than three of your projects/contracts of similar size and scope to this requirement. At least one project shall include the installation and support of telecommunication systems. 4. Section 4 -Product Discounts, Labor rates, and Warehouse Support costs. The purpose of this section is to provide information that will assist DOS in estimating the cost of the system and budgeting appropriately. Please provide estimates for the following: a. Equipment discount structure - please provide an estimated discount structure with percent discounts from your best NITAAC, GSA Schedule, SEWP, other GWAC, and/or manufacturer list prices for all items purchased under the potential task order. The majority of purchases are Cisco and Avaya products as described in Attachment A. b. Labor rates - please provide hourly rates discounted from your published CIO-SP3 labor rates and the percentage discount for the following 1. Key personnel positions 2. Other labor categories such as cable installers, trainers, etc. you believe are essential to successful performance on the contract. For each position include the following: b.2.1. labor category b.2.2. role description b.2.3. required experience b.2.4. required certifications b.2.5. estimated level-of-effort (for key staff positions only only) c. Warehouse space and support - provide a Rough-Order-of-Magnitude (ROM) based on supporting the warehouses and warehouse operations described above. The ROM should assume full-time, business-day operations and daily trips to Washington, DC to deliver spare parts and other items. Please describe if/how you could reduce costs by combining the Newington, VA warehouse with the cleared warehouse space described in the requirements above. SUBMISSION INSTRUCTIONS: Responses to this RFI shall total no more than 15 pages for sections 2 and 3, with text no smaller than 11 point; however, text included in graphics, tables, and figures can be no smaller than 9 point. Limit any foldout pages to two per section. The cover page, cover letter, table of contents, etc. are not included in the total page count. The submissions shall be in sufficient detail and clarity to provide DOS with the information it needs to assess the capabilities of responding vendors.
