- Commander, Navy Installations Command (CNIC), Millington, TN, a Nonappropriated Fund Instrumentality (NAFI) of the Federal Government intends to award a Firm-Fixed Price contract with a base period (6 months) and 4 option years. The NAFI requires specialized services and support to assist MC&FP with resource development, management, training, and data management services support for a military-specific psychological health prevention program that reduces psychological stress and increases the resiliency of military children and families. The family centered training program will include requirements and tasks specified herein to include the following: 1. Fully develop, implement, and evaluate outcomes of a family-centered prevention intervention proven effective in reducing psychological stress and increasing resiliency in military children and families. 2.Implement and evaluate the effectiveness of FOCUS (Families OverComing Under Stress) or equivalent curricula applicable and responsive to the needs of diverse military families, e.g., couples, families with young children, families of recovering warriors, surviving families, and families living in remote or distant locations. 3.Collaborate with MC&FP and the Military Services to consider new and cost-effective service delivery strategies to reach more military beneficiaries while maintaining program fidelity and demonstrated measures of effectiveness. 4.Provide and maintain a robust data management system to support human resources, personnel training, service delivery, and program evaluation functions outlined herein. 5.Recruit, train, support and retain a world-class work force, including military spouses, capable of meeting qualifications and requirement for FOCUS Certification or equivalent. 6.Develop and distribute educational, marketing and outreach materials such as, but not limited to print products and online multimedia and downloadable documents to support specific program areas, with government approval. 7.Provide military community outreach, awareness, collaboration and training support. This notice of intent is a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement for the RFP Packet.
