ACCESS CONTROL SYSTEM (ACS) MAINTENANCE BUILDING 525, FORT SHAFTER, HAWAII U.S. ARMY CORPS OF ENGINEERS, PACIFIC OCEAN DIVISION HQ 1) GENERAL: This is a non-personal services contract to provide preventive maintenance (PM) services and emergency maintenance services to the USACE Pacific Ocean Division Access Control System located at Building 525, Fort Shafter, HI 96858. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contractors shall be accountable solely to the Contractor, who in turn is responsible to the Government. 2) DESCRIPTION OF SERVICES: The Contractor shall furnish all necessary management, labor, supervision, materials, equipment, parts, transportation, and any incidental services required to perform preventive maintenance and emergency service in accordance with the manufacturer's recommendation and maintenance manual to the access control system that serves the U.S. Army Corps of Engineers, Pacific Ocean Division as defined in the Performance Work Statement (PWS). Services will cover: a. Eleven (11) R40 PIV Class Readers b. Two (2) R40 PIV Class Readers with keypad c. One (1) Encoder d. Electric Strikes and electronic crash bars associated with the access control system e. Software/Annual Licensing - 32ES Susp plan 3) OBJECTIVE: To ensure the access control system for Fort Shafter Bldg 525 is fully mission capable and functioning as intended, or can be returned to fully mission capable within 48 hours. 4) SCOPE: The Contractor shall provide the following services for a base period of one (1) year from 1 August 2016 to 31 July 2017 and four (4) one-year option periods. The Government reserves the right to exercise the option before the end of the base or option period: a. SERVICES FOR POD: i. Annual Preventative Maintenance Service • Check functionality of electric strikes and electronic crash bars • Oil / lubricate / adjust strikes and crash bars as needed • Repair items that are not functioning properly. ii. Emergency services as required to return system to fully mission capable. iii. Software updated to most recent version and annual licensing renewed. b. CMRA: The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the U.S. Army Corps of Engineers, Pacific Ocean Division via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: https://cmra.army.mil/default.aspx?ReturnUrl=%2f Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year of contract/task order performance. Contractors may direct questions to the help desk at: http://www.ecmra.mil. A Contractor is able to review user manuals and gain an understanding about the data fields that will be included in the reporting structure that is hosted at http://www.ecmra.mil/. 5) PERSONNEL QUALIFICATIONS: Due to the proprietary nature of the LENEL OnGuard Access Control System, at a minimum, the contractor must be: a. A Factory Authorized Reseller b. A Value Added Reseller (VAR) of Record for the system c.
