Draft Performance Work Statement (PWS) to be utilized in preparation of capabilities statement. Vendors are encouraged to submit, via separate email correspondence, any questions or suggestions based on industry best practices they may have pertaining to the PWS. SOURCES SOUGHT ANNOUNCEMENT The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources for Headquaters Marine Corps (HQMC), Programs and Resources (P&R) Division, Resources Fiscal Finance, Kansas City, Indianapolis (RFF-KCI) CONTRACTING OFFICE ADDRESS: Regional Contracting Office - National Capital Region 2010 Henderson Rd Quantico, VA 22134-5001 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of all sources to provide the required services. The RCO - NCR is seeking information for potential sources for system support of financial information and technology services consistent and as set forth in the attached draft Performance Work Statement (PWS) for the RFF-KCI located in Kansas City, Missouri and Indianapolis, Indiana. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: M00264-13-F-0012 Contract Type: Firm Fixed Price Incumbent and their size: Computer Sciences Corporation (CSC) - Large Business Method of previous acquisition: Full and Open Competition The primary purpose of this requirement is to provide functional support for software maintenance of the Marine Corps' military pay and the Department of Defense (DOD). Activities within the scope of the contract include studies, assessments, reviews, correction of pay records, drafting reporting procedures and briefing slides, and corrections to current systems logic as defined in the PWS. Anticipated Time Frame: The Government intends to compete and award this requirement no later than 30 June 2016. The estimated period of performance for this requirement is 30 June 2016 - 29 June 2017 ( Six-month Base period plus three (3) two-month options.) List Place of Performance: Kansas City, Missouri and Quantico, Virginia REQUIRED CAPABILITIES: The Contractor shall provide maintenance Automatic Data Processing (ADP) support, analysis, development of System Change Requests (SCR), Production Trouble Reports (PTR) and correction of individual records (JAM). The Contractor must be able to complete assigned projects with consideration to the interfaces with other systems and future changes and/or adaptations to the highly technical Marine Corps integrated pay and personnel management systems. 1. The Contractor shall ensure established system interfaces are not jeopardized and identify potential conflicts. Project formulation shall include compliance with goals and objectives, laws and regulations, and provide backup documentation in accordance with RFF-KCI's Standard Operating Procedures (SOP) and as outlined in the PWS. 2. The Contractor staff may have contact with other agencies to exchange technical information, coordinate and advise on work efforts, and monitor project progress. 3. The Contractor shall enforce all Information Assurance policies and safeguards. The Trusted Associate Sponsorship System (TASS) and Contracting Officer's Representative (COR) shall ensure that all system users authorized to access the system possess the required security clearance and IT level and have system profiles that align with their responsibilities. The Government and Contractor shall ensure access is revoked when a user no longer requires or is authorized access. Systems changes that affect or could affect the security of the system and actual or suspected breaches of the system shall be reported immediately. The Contractor shall be responsible for ensuring that the Security Manager properly configures and administers the security audit and a periodic review of the audit is conducted on a monthly basis. SPECIAL REQUIREMENTS All contractor employees must receive a favorable NACLC or SSBI to work on RFF-KCI contracts. Unfavorable NACLC or SSBI findings will require additional adjudicative processing prior to allowing the contractor employee to begin work on a RFF-KCI contract. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541519, with the corresponding size standard of $27.5 million in average annual receipts. This Sources Sought Synopsis is requesting responses to the following criteria from all sources that can provide the required services under the NAICS Code. To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.); and 6) Any questions or input the Contractor believes may serve to clarify the PWS requirements prior to issuance of the soliciation Vendors who wish to respond to this sources sought should send responses via email NLT 6 June 1:00 PM Eastern Daylight Time (EDT) to angelica.danner@usmc.mil. Interested vendors should submit a brief capabilities statement package (no more than ten (10) pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
