- Statement of Work The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Budget and Program Management, has a requirement to convene a panel to research and discover the most responsive, effective, and efficient structure for delivering administrative and financial management services in ARS and to the other Research, Education and Economic (REE) agencies. THIS IS A SOURCES SOUGHT NOTICE ONLY AND A SOLICITATION IS NOT CURRENTY AVAILABLE. This notice is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Government. The information collected will be used for market research to define the Government's requirements and create the appropriate acquisition strategy. Responding to this notice does not automatically include the responder on any bidders list, if such list is developed. Depending on quantity and quality of the responses received, the criteria may serve to generate the initial pool of potential contractors to be invited to respond to a resulting solicitation. ARS requires support for research and recommendations for a panel study evaluating and recommending changes to the structure of administrative and financial management (AFM) service delivery to ARS and the other REE agencies. The current structure was implemented in 2012. ARS requires a panel of federal administrative service delivery experts and academics to review the new structure with considerable input from clients, assess if it is meeting client needs within ARS and to the other REE agencies, and make any recommendations that may be warranted on changing the current structure. A contractors must be registered in the System for Award Management (SAM) databases as required by FAR 4.1102 to be considered for any awards. See FAR 52.204-7 for registration instructions. It is the vendor's responsibility to monitor FBO for any amendments. No information will be taken by telephone.
