Description
It is the intent of the National Library of Medicine (NLM), to negotiate on a sole source with Pan American Health Organization (PAHO)/Biblioteca Regional de Medicina (BIREME)/Organizacao Pan Americana da Saude, Rua Botucatu 862, Vila Clementino, Sao Paulo, SP, 04023-901, Brazil, to provide foreign indexing support services to the overall mission of the National Library of Medicine (NLM), especially the mission of the Bibliographic Services Division (BSD). The National Library of Medicine (NLM) is responsible for indexing life science journals for MEDLINE/PubMed. Indexing policies and procedures used at NLM are in the NLM Indexing Manual, supplemented by Technical Memoranda, Technical Notes, emails, online resources, and other indexing aids. The purpose and objective of this procurement is to provide a continuing stream of indexed foreign articles from biomedical journals for inclusion in MEDLINE/PubMed. The contractor will index life science journal articles by applying Medical Subject Headings (MeSH) describing the content of each article, following procedures and policies contained in established NLM guidelines, including the NLM Indexing Manual, MeSH annotations, and other NLM indexing aids such as the Technical Memoranda. Indexers will use NLM's web-based online indexing system to add subject headings to the online record for each article. The major effort involves the intellectual analysis of the article for subject content and the application of appropriate subject headings, publication types, and qualifiers drawn from MeSH. The online indexing system contains many validation programs to detect real or potential errors. Indexers will need to respond to "Error" or "Warning" messages generated by the system. NLM will provide access to the Indexing Manual, MeSH vocabulary, and other standard NLM indexing aids, in either electronic, PDF, or print format, whichever is most efficient. NLM will supply any URLs and necessary passwords needed to access web-based journals. NLM will provide access to the online indexing system (via NIH authentication) seven days a week and almost 24 hours per day. Occasionally, availability will be interrupted for scheduled maintenance to the NLM computer systems. For indexing purposes, the foreign indexing center will subscribe to an agreed-upon list of journals published within the country or in the language(s) agreed upon. All indexing completed shall be of a standard acceptable to NLM MEDLINE indexing. The contractor is required to submit to the project officer quarterly invoices and monthly lists of work accomplished, which may be reviewed by BSD Index Section staff. PAHO/BIREME has previously provided such services to NLM and possesses staff that has been fully trained to perform MEDLINE indexing. Using their own copies of journals published in Latin America, and using their own computer equipment and telecommunications system, PAHO/BIREME trained staff will analyze journal articles for subject content and apply appropriate subject headings drawn from the NLM controlled thesaurus, MeSH (Medical Subject Headings), using NLM's web-based indexing system (to which NLM will provide access). PAHO/BIREME staff members are trained in NLM MEDLINE indexing policy and have many years of satisfactory indexing performance. Latin American journals are in Spanish or Portuguese, and with PAHO/BIREME being located in Brazil, they have many qualified staff members who are native speakers in these languages. The use of this source will eliminate the need to train new indexers. Indexing will be performed according to the policies and rules specified in NLM's MEDLINE Indexing Manual, Technical Memoranda, and other indexing aids. MEDLINE journal articles are highly technical in nature and require knowledge of the biomedical sciences in order to perform adequate subject analysis and indexing. This is a continuing partnership and effort between NLM and PAHO/BIREME. PAHO/BIREME is in the unique position of having the required indexing experience and expertise, journal access, and native language abilities. All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. NLM Synopsis No. NIHLM2016810-UHP.
