- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 511210 with a small business size standard of 38.5M average annual receipts. AFRL/RIED requires the purchase of two (2) System Tool Kit (STK) Pro-Node Locked Licenses and one (1) STK Astrogator Module for PC - Node Locked License to support in house research in space situation awareness (SSA) and space intelligence surveillance and reconnaissance (ISR). STK with Astrogator provides the capabilities to model advanced SSA and space ISR architectures as well advanced astrodynamics simulations of satellites in complex scenarios. The software will serve as both an analytic tool and simulation/demonstration platform supporting the development of SSA and space ISR algorithms. The Government intends to negotiate a sole source contract for the purchase of the system described above with: Analytical Graphics Inc., (AGI) 220 Valley Creek Blvd., Exton PA 19341. The Government has determined that no other source can meet this requirement as the STK software provides an advanced capability for modeling space based, airborne and ground based ISR systems and space situational awareness systems. The additional Astrogator module provides an advanced astrodynamics modeling capability that can be used in modeling and analysis in support of space superiority research and development tasks. Other competing software packages are either limited to astrodynamics applications only and do not provide the needed capability to model integrated ISR or space surveillance network architectures, or they are specifically ISR models and fail to allow for modeling of advanced astrodynamics. This is a notice of proposed contract action and NOT a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 25 June 2016. A Sole Source Justification will be attached to the subsequent Notice of Award.
