- This notice serves to clarify to the public the terms incorporated in Contract No. R13PC30235 for Mid-Term Operations Model (MTOM) System Maintenance Support which was awarded to Precision Water Resources Engineering, LLC (PWRE) on July 2, 2013. A Special Notice posted in FBO on May 7, 2013, to advise the public of the Government's intent to award a sole source Indefinite Delivery - Indefinite Quantity (IDIQ) type contract to PWRE for follow-on maintenance and support services for the Mid-Term Operations Model (MTOM) and possible further enhancements and modifications to the MTOM System. The notice that posted on May 7, 2013, failed to indicate that the Government intended to make an award for a twelve month base year term and four (4) twelve month option terms. It was the Government's intent when the May 7, 2013 notice was posted to include options in PWRE's award. PWRE was determined to be uniquely qualified to perform on Reclamation's requirement because this company has worked extensively with Reclamation in the area of hydrology and water resources modeling on the Colorado River. PWRE helped develop the RiverWare model and developed all the code for the spreadsheet applications under a previous contract. A Justification for Other Than Full and Open Competition was prepared and approved on June 11, 2013 in support of this acquisition. The Justification stated in paragraph 3 that the Government intended to have the contract run for a five (5) year performance period. PWRE's proposal included pricing for the base year as well as the four (4) option year's. The pricing offered for all five (5) performance years was evaluated at time of award and determined to be fair and reasonable. PWRE's contract was awarded with a base year performance term and four (4) option terms.
